Job Description : Patricio Enterprises is looking for a Field Service Representative (FSR) and operator for the Chemical, Biological, Radiological and Nuclear Defense Equipment (CBRNDE) performance based-

logistics (PBL) & contractor logistics support (CLS) contract supporting the Joint Program Office for Nuclear, Biological and Chemical Contamination Avoidance (JPM NBC CA).

Qualified Candidate is Responsible for :

  • Receiving, inspecting and repairing the Joint Portal Shield (JPS)
  • Maintenance and operations of the JPS IAW applicable technical and operator manuals. Operations shall be from dusk till dawn at contingency sites at military installations.
  • Providing presumptive positive agent identification response procedures as well as local installation emergency response procedures
  • Providing operation, maintenance, and supply support to sustain a minimum Operational Availability (Ao) of 90%
  • Providing operation, maintenance, and supply support to sustain a minimum quality assurance surveillance program (QASP) inspection score of 93% IAW Government performance standards
  • Maintaining the following essential equipment : command post computer, sensor computer, sampler, blower for sampler, progressive assay reader, biological agent warning system (BAWS), transbase back plane, power supply, radios, AC unit, uninterrupted power system, power management control system, 5K generator and meteorological system
  • Primary duties will include (but not limited to) :

  • Support all required maintenance actions (i.e., Operator’s, Field Level maintenance, and Sustainment Level maintenance to maintain the required JPS Ao, IAW approved Government and OEM TMs
  • Maintain all systems at FMC status
  • Perform system modifications and upgrades to replace obsolete parts, including all routine, urgent, and emergency Modification Work Orders (MWOs) to equipment as approved by the Government
  • Stock and maintain sufficient quantities of LRUs, SRUs, and repair parts to support daily operations and PMCS at the warehouse
  • Perform calibration of system and test equipment
  • Perform software upgrades and application of IA security patches as approved by the Government
  • Assist in site surveys to expand system coverage to other areas
  • Interface with the installation CBRNE response cell or Emergency Management and maintain customer relations to ensure smooth and efficient emergency response.
  • This may include attending weekly or monthly installation emergency readiness meetings, 1 to 2 hours in duration, as well as responding to email and phone inquiries from installation readiness officers.

  • Manage warranties of items (as applicable)
  • Package, handle, ship and coordinate transport of items to and from OEM or 3rd party qualified vendor for maintenance
  • Document all maintenance records and actions using the PE logistics information system
  • Serve as PE’s LNO at the Government site; monitor and report on operations
  • Report directly to the task order manager in APG, MD
  • Maintain property accountability of CFP and GFP at the unit storage area(s)
  • Coordinate repair of items with OEMs / qualified vendors
  • Prepare monthly maintenance reports for the task order manager
  • Assist the task order manager prepare training material and conduct maintenance training for users on the items
  • Maintain electronic and hard copy library of required documentation (maintenance records, training, etc.)
  • Submit all contract deliverables to the task order manager for review; ensure all documentation provided to Government is 98% free of error on first draft
  • Ensure contract performance metrics are met or exceeded (e.g. Ao 90% or better; QASP score of 93% or better)
  • Ensure supervisor is kept informed of all maintenance operations; including issues, at all times
  • Support Phase in and Phase operations
  • Responsible for inventory / assess management; maintains 100% accountability of all Contractor and Government furnished property
  • Other duties as assigned
  • Education :

    Desired) Defense Acquisition University (DAU) Level II certification in Program Management or the civilian equivalent

    Desired) Bachelor’s Degree in Engineering, Logistics, Systems Management, or business management

  • Minimum of eight years of experience may be substituted for a Bachelor’s Degree
  • Experience :

  • A minimum of eight years of experience managing and supporting CLS operations
  • Must be well versed in the use of Microsoft Outlook, Word, Excel, Power Point and Project
  • Desired) Previous JPS maintenance and operations support experience or similar system

    Travel :

  • The candidate will be located OCONUS at contingency site locations
  • Must have valid passport and be medically fit to travel for weeks at a time; including international travel and travel to military areas of operation
  • Personnel may rotate shifts between Camp Arifjan, Kuwait; Camp Buehring, Kuwait; and Camp Ali Saliyah, Qatar to support operations requirements
