Major Accountabilities of Position :
Perform complex assignments, either individually or as part of a team, to provide safety, risk and loss prevention services to WorleyParsons customers , coordinating planning, organization, and implementation of safety and risk engineering aspects of projects.
Assess feasibility and soundness of proposed engineering design of equipment ensuring that work is being carried out in accordance with the company EMS, country and international legislation and customer standards and highlighting non-compliance.
Complete engineering tasks for a project with limited supervision, including :
Follow WP SEAL guidelines, and plans, and ensures they are being applied
Assist in preparation of responses to Service Requests by nominating deliverables, confirming execution method and estimating effort to deliver.
Assist in determining project objectives to contribute to the development of a comprehensive project design. Outlines project requirements, assigns tasks, and supervises progress to ensure that objectives are being met.
Participate in the resolution of issues such as conflicting design requirements, unsuitability of standard material, and difficult coordination requirements.
Prepares and issues specifications, data sheets and other construction documents
Frequently interface with other engineering disciplines as well as other departments
Ensure the relevant codes and standards in use on the projects
Ensure the requirements of WP EMS are applied to all projects
Maintain skill to apply the preferred WP EDS toolkit.
Review drawing submittals and performs technical bid analyses.
Deliver assigned projects, both in terms of technical capability and commercial performance to maximise profitability of work by ensuring that it is carried out efficiently and effectively, right first time and meets the specific objectives and target dates as specified by management.
Technically supervise staff, as directed by the Team Leader, to ensure that they complete their task to the agreed budget and programme and to the right quality.
Identify the safety and loss prevention engineering scope of work from customer scopes of work.
Identify, assess and mitigate business risks associated with project work.
Identify major Accident Hazard events and apply a formalised approach of hazard management to identify and provide means of mitigation and reduction of hazards.
Preparation of Safety Philosophies, HSE Plans, Hazard and Risk Registers.
Prepare Design Safety Studies, such as Layout, EERA, ESSA, QRA, Consequence modelling.
Attend, chair or scribe Safety workshops, such as HAZID, HAZOP, SIL
Identify Safety Critical Elements & create Performance Standards.
Loss Prevention Studies :
Preparation of Loss Prevention & Safety Philosophies.
Design requirements and equipment specifications for fire and safety systems.
Active Fire Protection Design, including hydraulic design (PipeNet), P&IDs, fusible plug layouts.
Adequacy reviews of existing fire water systems.
Passive Fire Protection Design.
Fire and Gas Design.
Hazardous area classification.
Escape routes and safety equipment layouts.
Other Responsibilities :
Estimation of work scopes, CTR development, management & progress reporting,
Provide a direct input to the business development and commercial activities.
Promote WorleyParsons WLL Qatar to our customers to achieve follow-on work and new work with prospective customers.
Provide technical leadership / guidance to others within the business, mentoring graduate, design and project engineers, and provide direct input to the commercial activities of the business.
Quality Assurance Responsible for working within the provisions and guidelines of the Quality Assurance system relevant to the WorleyParsons Qatar.
Understand and follow OH&S procedures.
Knowledge / Experience / Competencies Required :
Job Specific Knowledge :
Demonstrate a visible and active commitment to achieving the One-Way Vision and its associated requirements.
Demonstrable commitment to HSE management in a project environment.
Full-Time engineering based degree qualified, preferably in chemical or process engineering.
Masters in Process Safety / Loss Prevention desirable but not essential.
Eligible for membership of Institution of Chemical engineers or equivalent body.
Evidence of training in safe design processes.
Evidence of external and internal technical training.
Industry Specific Experience :
11 years’ practical experience within oil and gas design and engineering offices as part of Process or Technical Safety Team.
Brown field engineering experience and operational experience is also required
Offshore experience is also required.
Experience with Total is desirable
Experience in Qatar or other Middle Eastern countries is desirable
HSE Capability :
Demonstrate behavior and business practices commensurate with a culture of top health, safety and environmental performance.
Proficiency in PHAST and PIPENET are desirable.
Strong and concise written and verbal English communication skills and proficiency in Microsoft Office are both essential.
