QinetiQ have recently established a Joint Venture in Middle East to form a new company. The Joint Venture (JV) sits within QinetiQ’s International business including a portfolio of Land programmes.
It predominantly covers the Land domain in defence aligned to QinetiQ’s core business across Advisory Services, Test & Evaluation, Research and Development and Training Advice, and may also evolve to deliver services outside of defence.
The Project Manager (Assembly and DLOD) is responsible for providing for organising and executing the Assembly and DLOD aspects of the Integrated Project Plan against the Master Schedule.
Provide focused leadership for the safe and effective delivery of Complex Projects to :
Monitor, control and measure performance against the plans and schedules in order to meet or exceed contractual obligations
Act as the key interface across the DLOD supply chain in order to deliver as contracted (or ahead of) schedule and cash flow
Achieve as contracted (or improved) Revenue, Margin, Profit & Cash
Prepare, manage, maintain and report project plans to provide sufficient and accurate timelines and clearly identified critical path
Achieve excellent customer satisfaction
Provide flexible working across multi-sites to support the manufacturing strategy
Delivery of Complex projects and Defence Lines of Development that :
Include programme & scheduling complexity & significant risk that could have an impact from a legal / regulatory, operational effectiveness and reputational perspective
Require close liaison with International manufacturing partners.
Evidence relationship management within a complex stakeholder community
Have established and reported performance metrics, KPI’s, monthly reports etc
Meet internal business reporting requirements
Demonstrate the conduct of customer and supplier progress meetings and compilation of associated reports, minutes and action logs
Highlight management of project issues, risks and opportunities
Evidence the identification and planning of resources needed to support programme Involves a broad range of stakeholders often with competing interests
Includes a number of subcontracts, some with significant development work on the critical path.
Are delivered through a large multi-disciplinary project team across multiple locations has tight timescales and / or challenging budgets.
Application of appropriate project governance in-line with the business Operating Framework
Leadership of elements of the project team in support of the Senior Project Manager
Develop relationships with the customers and suppliers
Management of external and internal stakeholders
Generate highly accurate work load forecasts to support resource planning within the business and functions
Develop and maintain key project document s including Project Management Plan, Risk Register and Project Reporting Pack
Effective communication to internal stakeholders of project progress, risks and timely escalation of project issues
Conduct Lessons Learnt during the course and at the completion of each project
Key Capabilities / Knowledge
Strong Configuration Management and Change Control
Project Management competence equivalent to IPMA level C
Able to exercise sound commercial judgement and negotiation skills
Good communication and interpersonal skills
Knowledge of other functional disciplines related to project delivery (e.g. finance)
An understanding of budgeting and resource allocation
An understanding of the wider Defence and Security context
Knowledge of the LTPA and the Weapons ranges and facilities
Knowledge of Weapons and research domain stakeholders and business drivers across MOD and Industry
Experience & Qualifications
1. APMPQ qualification or equivalent
2. PRINCE 2
3. Previous demonstrable experience of delivering Complex pan DLOD projects
4. Degree qualified or equivalent
