  • Role Objective
  • The incumbent will be charged with the overall responsibility of managing and directing the Treasury and Investments activities across Doha Bank, ensuring that business objectives and strategy are reflected in the Treasury and Investment processes, that adequate controls are in place and that related services are delivered in a professional and proactive manner.
  • The job holder will assist the CEO in achieving / exceeding the business objectives of the Treasury and Investments Department and in ensuring the best interest of the Bank’s stakeholders.

    The Chief Treasury and Investments Officer will assume the leadership of the Treasury and Investments function of Doha Bank and take charge of the development and subsequent implementation of the approved strategies for this function in line with the overall Bank strategy.

  • Detailed Roles and Responsibilities :
  • STRATEGIC

  • Assist in the formulation and implementation of Doha Bank’s vision, mission, and strategic objectives.
  • Provide timely, accurate and complete progress reports to the Chief Executive Officer and Asset Liability Management Committee and Investment Committee on the financial and operational progress of all departments / units within the function.
  • Set the strategies, policies, and procedures of the Treasury and Investments function to support organizational business strategy.
  • Lead the formulation of annual strategy, budgets, policies and procedures manual with adequate control of the Treasury and Investments function to support Doha Bank’s organizational business strategy.
  • Oversee the development of performance objectives and Key Performance Indicators, for performance monitoring and quality measurement purposes for the Treasury and Investments function.
  • Provide an advisory role for the function heads and managers to develop their unit’s strategic direction in line with Doha Bank’s corporate goals and objectives.
  • Ensure corporate strategy is translated into practical actions, oversee communication of the Bank’s strategy to Doha Bank’s staff and help them understand how their work supports it.
  • Establish effective business relations with key industry influencers, key community strategic partners, key clients, and regulatory authorities and ensure maintenance of the same for the achievement of the Bank’s objectives.
  • Ensure that the Treasury and Investments department is working towards achieving its respective corporate objectives through employing dedicated professionals.
  • Monitor the employees within the Treasury and Investments function to ensure they maintain the highest standards of professional conduct, ethics, integrity, and control in execution of all their daily operations.
  • Develop and propose Treasury and Investments budget in coordination with the Chief Financial Officer.
  • Oversee the implementation of the Treasury and Investments policies and procedures to ensure that Doha Bank’s Treasury and Investments are in compliance with international standards, management requirements, and applicable regulatory requirements in Qatar or in other countries where Doha Bank currently operates or could operate in the future.
  • Take decisions with the full knowledge of all the relevant business, economic, political, competitive and regulatory factors.
  • OPERATIONAL

  • Review and provide initial approval for the overall policies and procedures governing the activities of the Treasury and Investments function.
  • Ensure that Treasury and Investments employees are in compliance with Doha Bank’s strategic policies and procedures.
  • Ensure that the approved strategy, business plans, budgets along with the approved policies / procedures and subsequent amendments thereto are timely communicated to the respective department heads to the extent these relate to their areas of responsibility, to enable the respective heads to be guided by / pursue or comply with the same.
  • Oversee the financial performance of the Treasury and Investments function and assume responsibility for the P&L of the function.
  • Ensure the achievement of pre-set financial targets and objectives of the function.
  • Ensure employees working in the Treasury and Investments function are kept continually informed about the changing developments in banking and other laws both domestically and internationally, which impact their activities.
  • Ensure that adequate controls are in place and operating effectively to mitigate risks from Treasury operations.
  • Submit proposals to Management on the launch of new investment funds and other Treasury and Investments products and services.
  • Liaise with the CEO in respect to investments of surplus funds in Treasury Bills and short term deposits.
  • Monitor the status of all outstanding foreign exchange deals and exchange positions and ensure the Bank’s net open position is within the limits set by Doha Bank and QCB.
  • Guide decision making on issues such as potential product offerings, foreign exchange and money market deals, placement and borrowing deals, intra-
  • bank funding, international brokerage, cross sales and network synergy, international real estate investments and other international investments.

  • Coordinate with the Department Head of Product Management and innovation to develop Treasury products and ensure their competitiveness in the market.
  • Monitor inter-Bank placements borrowings in liaison with the Department Head of Financial Institutions and International Syndications.
  • Coordinate with the Department Head of Investments to ensure that Doha Bank’s investments and proprietary fixed income maximize total return while minimizing risk.
  • Oversee investments activities to reduce overall portfolio volatility and accommodate the Bank’s liquidity needs.
  • Oversee treasury deals and investments limits on an on-going basis.
  • Ensure that risk for Treasury Sales is attended to through a maker-checker approach where the Chief Dealer acts as the coverage office to check adherence to the pre-
  • set sales limits and size of the trades.

  • Provide guidance on decisions relating to concentration risk management, liquidity contingency planning, liquidity management, quantification methodologies for risk management, among others to manage the Bank’s position and ensure business remains at par with the existing market scenario.
  • Oversee compliance with the statutory requirements of the regulators (Central Bank of Qatar, herein CBQ’) to the extent these pertain Doha Bank’s business activities.
  • Ensure high standards of confidentiality to safeguard commercially sensitive information.
  • Act within the limits of the powers delegated to the incumbent and delegate authority pertaining to operational and financial matters to the Department Heads and / or Section Heads of the respective function.
  • Ensure the recommendations made by the Internal Audit and Compliance Committee as part of their reviews on the Treasury and Investments function are timely acted upon.
  • Ensure that the overall processes pertaining to the Treasury and Investments function are conducted in an efficient and effective manner.
  • Hold meetings with direct reports and assess their performance.
  • Take decisive action to ensure speedy resolution of unresolved grievances or conflicts within team members in the Treasury and Investments function.
  • PEOPLE MANAGEMENT

  • Allocate work to direct reportees, nominate for training as per Doha Banks’s guidelines, conduct performance reviews and manage leave and overtime in accordance with Treasury and Investments policies and procedures to ensure efficiency.
  • Supervise direct reportees in their day-to-day tasks and guide them in managing their performance by providing appropriate feedback and counseling.
  • Provide recommendations for the Chief Executive Officer on hiring and promotions.
  • Provide employees with a work environment that is open and conductive to effective task performance, personal development and career growth.
  • Educational Qualifications :
  • University degree in Business Administration with specialization in Banking and Finance, and / or Sales and Marketing from a recognized university.
  • Professional Certification such as CPA / CA / CFA and / or CMA or the equivalent in years of experience is preferable.

  • MBA / MSc or MA is a plus.
  • Experience :
  • About 17-20 years of related experience of which a minimum of 10 years should be in a similar position / responsibility, preferably in a similar Industry.
