Responsible for the scope collection, risk assessment / optimization of scope and planning of approved TA scope. Member of the Block Planning Team for each event.
Sole responsibility to plan the approved scope within the TA planning premise and event premise guidelines. Leads the contract planners and assures the work packs meet the quality standards for successful execution.
Accountable to assure field verification is complete, the work packs are executable as planned and optimized. Manages the addenda process for the block to assure proper approvals are in place when additional work is requested.
Must have knowledge of TA Scoping, TA Planning, and TA Materials Management Premise Documents and Practices
Super User for Roser Consys for planning purposes.
Responsible for consistent planning practices for multi block complex turnarounds, up to $200 mln or 1.5 Min direct field labor hours
Coordination with numerous other Shell disciplines Operations, Engineering, C&P, IT, and finance
Knowledge understanding of the turnaround work process
Provide Contracts and Procurement scope information required for contract tendering.
Accountabilities & Responsibilities :
Responsible for the safety performance of assigned personnel on a TA block during execution.
Field verifies work described in Turnaround Scope and develops detailed work scope activities, with Craft type and estimated hours, and plans.
Assurance of constructability of the TA scope, Project Scope and Plant Change scope. Provides alignment of the same with the execution contractor.
Assesses job to understand the optimal plan to achieve turnaround premises including low cost and safety performance.
Ensures environmental plan (waste disposal, lead abatement, frac tanks, vac trucks, etc) is developed.
Creates bill of material for assigned work, requisitions material, and ensures all material is delivered T-2 before feed out of unit.
Works with logistics to prepare logistics plan for assigned area.
Ensures compliance to plant orders, policies and procedures including, but not limited to TA Assurance, MOC, quality, and addenda processes.
Communicates key issues and risks to the TA Block Leader and Event Manager.
Functions as a Field Coordinator during execution for at least part of the TA Block area.
Accountable to deliver the DWR process for assigned block during the execution. This includes timely material ordering and scheduling of the DWR scope.
Responsible for update of the schedule for assigned work activities (scheduler will actually input during execution)
Management of turnaround files and records as needed.
Provides a critique of turnaround activities after completion of project, participates in Lessons Learned and Lookback process.
Continues to look for opportunities to reduce turnaround scope, and plan and execute with low cost mindset.
Super User for the TA Planning Tool
Preferable Authorized Engineer for TA permitting. However if not an AE must be able to assure permit requirements are properly incorporated into the work pack, this includes Method Statement JHA & PPE requirements.
