JOB SUMMARY :
The Engineer - Data is working as a technical subject matter expert on Cerner Millennium Clinical Information System. The Data Engineer is responsible for identifying, designing and building source system queries as well as design and development of end-
to-end Data Quality measures and controls across different data repositories within the Analytics ecosystem (Operational Data Stores, Data-
Warehouse, Data marts, end Reports and Dashboards) that covers data integrity, availability, security and access control to data assets.

KEY ROLE ACCOUNTABILITIES :
Acts as a technical subject matter expert on the Cerner Millennium Clinical Information System
Responsible for design and development of end-to-end Data Quality measures and controls across different data repositories within the Analytics ecosystem (Operational Data Stores, Data-
Warehouse, Data marts, end Reports and Dashboards)
Works closely with Sidra’s Data Governance Committee to design and implement measures and controls that ensures the compliance with confidentiality and information access policies and procedures
Responsible for supporting the end-to-end design and development of rich, interactive data visualization products with superior quality, and adherence to project delivery deadlines
Develops solutions independently with limited or no engagement from manager or peers
Collaborating with external stakeholders such as Ministry of Public Health, Joint Commission International (JCI) and others to develop and submit the required data measures.
This includes coordinating with relevant internal departments to comply with standard methodologies of data collection and reporting
Works closely with Visualization Engineers, Data Architects and ETL Engineers to continuously enhance the logical and physical design of the Enterprise Data-
warehouse (EDW) and Data Marts
Conducts System Testing - execute job flows, investigate system defects, resolve defects and document results
Works with DBAs, and Infrastructure Engineers to design and tune the performance of the system to meet performance standards and SLAs
Actively works with the Decision Support team to design and build robust analytics products
Play an active role and establishing and managing Data Governance and Master Data Management programs
Actively participates in the development, application, and documentation of Analytics processes, best practices and SLAs
Actively participates in building a high performing culture that promotes innovation, creativity and collaboration
Provides expert advice on trends in healthcare IT, clinical systems, Analytics and Big Data
Participates in an on call rotation to support the Information Management solutions
Provide mentoring / coaching to other team members
Adheres to Sidra’s standards as they appear in the Code of Conduct and Conflict of Interest policies
Performs other related duties as assigned
In view of the evolving needs and opportunities within Sidra during this pre-operational phase, this position may be required to perform other duties as assigned and reporting relationships may vary.
QUALIFICATIONS, EXPERIENCE AND SKILLS SELECTION CRITERIA :
Bachelor’s Degree from an accredited university in Computer Science , Management information Systems or related field
5+ years experience working in healthcare IT, analytics and / or business intelligence
5+ years experience in design and development of EMR-based clinical reports
Solid understanding of Cerner Millennium suite and Cerner Data Structure
5+ years experience in Cerner PowerInsight
5+ years proven experience in developing and managing integrity and data quality tools
Expert SQL Skills
In depth understanding of Data Governance concepts and frameworks
Solid understanding of Advanced Analytics, Datawarehouse and Dimensional modelling concepts and technologies.
Demonstrated ability to lead a multidisciplinary team to deliver high quality customer focused outcomes
Able to work with senior leadership and translate their data requirements into meaningful insights and analytical products
Excellent business knowledge including strategic planning and business processes
Comprehensive multi-layered understanding of hospital’s clinical, operational and financial processes and information delivery systems, tools and standards
Demonstrated highly developed oral and written communication skills, particularly in reporting, public presentation and consultation, and the ability to negotiate and communicate with relevant internal and external stakeholders.
Ability to work effectively within a multi-disciplinary team in a matrix based organizational structure
Fluency in written and spoken English is a must
Master’s Degree from an accredited university in Data Science, Computer Science, or similar field
7+ years’ experience in Cerner PowerInsight and Cerner Millennium suite
7+ years’ experience in Oracle SQL, PL / SQL skills
