Role Purpose

Purpose of the Role - BWI Programme Director

We will shortly commence the delivery of a major transformation programmes for a Middle East client; our team will build an Initial Operating Capability in early 2018 with Full Operating Capability during summer 2018.

We will therefore be resourcing a Programme Director to direct and deliver this programme. This post has a maritime focus.

This programme will be delivered through embedded activity with a strong emphasis on coaching, mentoring and knowledge transfer.

We do not seek to replicate the Maritime, Land or Air forces of any existing sovereign nation’s current construct; we seek to build a sovereign capability that is suited to the defence and security needs and strategic cultural of our client.

The work will require you to live and work in the Middle East (some short duration tasks will also emerge) and a full global mobility assignment package will be offered to all successful candidates and their dependents.

In all cases, appointees must be free from all Service commitments at the point of on-boarding into QinetiQ.

BWI Programme Director - will experience of leading major capability, structural and organisational transformation at departmental or corporate level driving high performance delivery and governance, customer facing, account growth.

They will be required to :

  • Set the strategic direction of the Programmes Directorate and the Project Management Organisation and lead on the execution of that strategy.
  • Set the delivery strategy & drive delivery performance across the respective Transformation Portfolios.
  • Support the delivery strategy for relevant emerging related opportunities.
  • Drive the business unit’s contribution to strategic pan-QinetiQ engagement on Programme Management.
  • Key Accountabilities :

    The individual will be accountable for leading and driving :

  • Business efficiency including effective cash and cost management.
  • Effectiveness of the Programme Management Organisation.
  • Provision of appropriate governance and compliance regimes.
  • The competence and capability of Programme Directorate staff, including recruitment, training and mentoring.
  • In addition, as a member of the Leadership Team, the Programme Director will share accountability for :

  • Executing business strategies and plans.
  • Key Supplier and Customer Relationship Management.
  • Effective corporate governance.
  • Integration and effectiveness of an international integrated delivery organisation.
  • Provision of a safe working environment and safe working practices.
  • Scope and Impact :

  • Within overall prevailing legislative requirements, compliance framework, and agreed delegations, the Programme Director is responsible for the effective and efficient leadership of project / programme delivery across the International business unit :
  • Delivery of world class’ programme / project output.

    Leadership of the Programme Delivery.

    Development and exploitation of a world class’ domain knowledge.

    The role will all be expected to work for the sole benefit of the International business unit, including working across organisational boundaries to ensure a one QinetiQ’ approach to delivery.

    Key Decision making areas of the Programme Director :

  • Achievement of financial targets (revenue, EBIT, cash, momentum sale orders).
  • Achievement of Key Supplier Management targets.
  • Employee engagement targets.
  • Statutory, legal and regulatory compliance.
  • Delivery management optimisation covering the capability and capacity of the PMO for current and future work.
  • Role Dimensions (Finance / budgets; non-financial e.g. staff; workload, customers, accounts) :

  • The Programme will incorporate multiple suppliers and the Programme director and his team are collectively responsible for leading and delivering an international team in guiding the country’s Prime in the development of a blue-water maritime capability’.
  • Challenges :

  • Establishing and embedding professional Transformation delivery into an existing organisation.
  • Ensuring that the requisite staff capabilities exist through well founded selection, training, development and progression of staff.
  • Education, Qualifications and Training


  • Sovereign Nation experience at a 2* / 1* level
  • Educated to degree level (preferably Masters) or equivalent qualification / experience
  • Desirable

  • Membership of a recognised professional management institute;
  • Essential Knowledge, Skills and Experience Required

  • Business leadership experience at multi-£M level;
  • Current domain knowledge of defence consultancy business;
  • Significant experience of working with sovereign defence departments at senior levels;
  • Demonstrable success in defining and delivering successful large scale transformative programmes, preferably with experience of establishing or working within a culturally different environment;
  • Demonstrable success in the control, management and improvement of financial performance at Business Group level (or external equivalents);
  • Demonstrable success in management of large teams;
  • Demonstrable success in delivering business change and improvement.
