  • The overall purpose of the DTC is to oversee the military urinalysis collection procedures. The DTC is responsible to deliver ASAP approved lesson plans and train UPL's in accordance with ACSAP guidance.

    85. Situations arise that warrant clear communication with senior enlisted and officers; Interactions with a variety of service members and audit teams is required.

    Serve as the SME on UA collection and testing

  • Ensure that Unit UA collection are performed as required IAW AR 600-85
  • Operate a forensically secure installation drug and alcohol testing program control point
  • Augment the installation Inspector General Inspection teams
  • Teach the drug testing procedures portion of the UPL certification course and deployment training to deployed units
  • Advise Installation and Unit Commanders on the test procedures and results
  • Manage drug testing supplies and expenditures
  • Initiate medical review (MRO) process for positive drug testing results IAW AR 600-85
  • Be prepared to testify as an expert witness about the UA collection process during court martial’s
  • Retrieve Soldiers drug test results from the FTDL web portal, and within five working days of when results were posted, notify the Commanders who ordered test
  • Notify command of substance abuse trends and provide quarterly training on the guidelines of drug testing and prevention of substance abuse
  • Maintain the Installation / Command Drug Testing SOP
  • Conduct background checks on all UPL candidates
  • Provide Installation commander results on all Rehabilitation training
  • Manage installation UA quotas
  • Manage UPL access to DA and / or DOD based application as needed
  • Assist staff augmentee when needed or directed

    The DTC is responsible for the chain of custody of the urine samples to ensure they are maintained and documented within Army regulation.

    The DTC packages and ships all specimens to the Forensic Toxicology Drug Lab. The DTC oversees the administering of the urine sample collection procedures to identify substance abuse in service members.

    The DTC works with the Unit Prevention Leaders (UPL's) to ensure adherence to Army regulation on collecting urine samples.

    In this position there is exposure to physical and working conditions where serious accidents or injuries may occur, exposure to disagreeable noise elements and prolonged high ambient temperatures.

    48 hour work week, (6 days a week, 8 hours a day). Must be willing to work additional hours when mission requires and travel between office and testing site, to include neighboring Air BasePHYSICAL ACTIVITIES :

    Must be able to lift / push / pull 35-45 lbs

  • Prolonged standing in above described environments is often necessary. Incumbents should be able to lift, push, and pull 50lbs.
  • Work environment is often fast paced and at times requires exposure to high heat and humidity.


    Education / Certifications : One year related experience may be substituted for one year of education, if degree is required.

    College degree preferred, high school diploma is required or equivalent.

    Must be able to obtain and maintain a security clearance

    A local driver’s license is required

    Experience :

  • Requires as a minimum three (3) years experience and an DTC certificate
  • Program Specific Requirements :

    Possess knowledge of safety and environmental issues

  • Accustomed to dealing at executive level

    workers. Problem Solving abilities are required to ensure that in case of a supervisor being unavailable they can handle a situation on their own (e.
