Provide expert advice, guidance and support to the Head of Pump Stations Section in the on-going transformation of the Department in line with Ashghal’s Mission, Vision and Values.

Ashghal’s Drainage O&M Department own, operate and maintain approx. 150 pump stations of varying capacities across The State of Qatar.

The pumping stations act as the conduit between the collection network and treatment systems and thus play a vital role in sewage transmission.

These assets, comprising of mechanical, electrical and instrumentation components, deliver sewage collected from the foul water network to the corresponding treatment sites for further processing and distribution as appropriate.

The current operational improvement opportunities within this group of assets are around power efficiency, contingency planning, odour monitoring and treatment, wet wells performance and ideal start stop hydraulic levels for optimal network performance.

As a consultant to the Pumping Stations Section, the successful candidate would initiate and coordinate improvement initiatives that would address the challenges faced by the team in real time.

Responsibilities include :

  • Prepare relevant business data and information using agreed processes, procedures and systems
  • Ensure relevant data sets are complete, accurate and all information is input in time to allow accurate regular reporting
  • Use agreed data collection tools for data analysis and management reporting
  • Provide, produce, maintain and continually improve regular management dashboards and reports to support effective decision making
  • Review collated business information to identify trends, anomalies and respond to ad-hoc queries for information
  • Analyse and communicate data analysis findings to a range of stakeholders, using a variety of formats and different approaches
  • Ensure data integrity is maintained and information is best used to improve business performance with a wide range of individuals, teams, Sections, Departments and Affairs
  • Provide data and reporting solutions to operational and business issues
  • Ensure adherence to Health and Safety Policy and Procedures within the workplace and comply with new work instructions
  • Key Tasks & Duties :

    a) Coordinate improvement projects between different Sections for the overall benefit of Ashghal’s Drainage O&M Dept.

    b) Develop project scopes for inclusion into the investment planning and procurement process (eg. for Odour Management within drainage networks and pump stations)

    c) Support in preparation of material for technical papers and presentations in relevant regional / international forums

    d) Support the Section Head and engineers to establish individual objectives in alignment to Department and Section objectives and KPI targets

    e) Facilitate team meetings, maintain relevant action logs, and report progress (eg. Odour Management Working Group)

    f) Interpret, explain and communicate relevance of new practices, and applicable laws, rules and regulations affecting the DNO&M business to help build a strong, productive workforce within the Department and through its supply chain

    g) Share relevant knowledge and experience, understand and communicate to others the various aims, concepts, principles and practices to deliver world class DNO&M services within the wider Corporate and Governmental framework

    h) Ensure adherence to Health and Safety Procedures and all company policies, procedures and regulations

    Qualifications

    a) Degree or higher level qualification in engineering, (e.g. BSc, BEng, MSc Civil)

    b) Preferred Chartered Status

    c) PMP Certification preferred

    Experience :

    a)Minimum of 10 years’ relevant and practical experience within major water / wastewater utility organization(s)

    b)Minimum of 5 years’ relevant wastewater networks and pumping station experience in hands on O&M challenges

    c)Exposure to the selection, monitoring and O&M of Odour Control Units

    d)Ability to drive and support strategic change focused on valued customer service

    e)Experienced in leading / advising teams encompassing Foul and Surface Water Pump Stations, and knowledge of work on Networks, Wastewater Treatment Works, Pressurised Pipeline Networks

    Technical Competencies :

    a)Qualified professional who can manage and coordinate specialised activities, disciplines or teams of moderate size and complexity

    b)Leads in the formulation of advanced technical concepts

    c)Provides specialist services in support of project requirements

    d)Able to independently perform highly complex professional assignments demanding contributions calling for the application of specialised principles

    Skills :

    a) Excellent verbal and written communication skills to produce business cases and technical reports for adoption by a utility business

    b) Ability to interact professionally with a diverse group, from executives to operators and contractors

    c) Excellent supervisory and management skills, including creativity, change management, and empowerment

    d) Strong analytical and project management skills
