The Program / Department / Team
The Goal of the Nafoore program is to increase resilience capacities of vulnerable Mauritanian Youth to resist radicalization and recruitment by VEOs.
The program intends to meet its Goal through the achievement of three Objectives; O1 : Increase Income for Vulnerable Youth;
O2 : Strengthen Youth Agency in their Lives and Communities; O3 : Expand safe, supportive youth social networks.
The Results Anticipated Under Each Objective Are Presented Below
To achieve our Objectives, the intended model of implementation is also to facilitate rather than directly implement through the medium of an affiliated network of partner organizations ( the Nafoore Network ).
The network’s constituent members will be drawn from among organizations (and individuals where relevant) identified by youth as key to helping them achieve Positive Youth Development goals across objectives and related results.

The program will be implemented jointly between Mercy Corps and Counterpart International in partnership with local organizations.
The lead-partners will primarily focus on providing technical expertise and capacity building support to network members - enabling them to in turn work towards achievement of program results.
However, there will need to be robust Collaboration, Learning and Adaptation (CLA) actions integrated into implementation to ensure most effective allocation of resources towards achievement of program results - and the linked development of strong Monitoring, Evaluation and Learning (MEL) systems.
Positive Youth Development (PYD) principles are also threaded throughout our design, and all proposed results, activities and learning agendas align with PYD domains : Assets, Agency, Contribution and Enabling Environment.
Our fundamental design approach which crosscuts all objectives is that youth co-develop and lead solutions for building their assets, agency, contribution and resilience with facilitated, tailored support from program partners .
The Monitoring, Evaluation, Adaptation and Learning, or MEL Manager will play a critical function in ensuring the success of the Nafoore Program, by making sure that high-quality learnings and monitoring data are fed in a timely manner into the program’s flexible and adaptive decision-making structure.
The general duties and responsibilities of the MEL Manager are to oversee the design of relevant tools, processes, and the conduct of data-collection from a monitoring and evaluation lens (monitoring performance against indicators + log-frame), in addition to ensuring that data feeds into the operational decision making to support ongoing management decisions for the Nafoore Network.
The MEL Manager will work in close partnership with the Partnerships and Organizational Capacity Development Manager to develop tools that can enable effective performance management oversight of network partners as they work towards Positive Youth Development Objectives.
In addition to this, the MEL Manager is responsible for providing the data requried in order to fulfil donor reporting requirements, ensuring the quality of all program MEL activities, information and data management via the programs reporting system.
The MEL Manager will also be the Community Accountability Report Mechanism (CARM) focal point for Nafoore. The MEL Manager will also work closely with the Chief of Party to ensure that the Nafoore program complies with the agency’s regional and global MEL systems and standards.
The MEL Manager should have the ability to work sensitively and positively with programming teams and promote a learning environment success of the post relies on this.
MEL System Design and Implementation :
Set-up and oversee the implementation of an analytical MEL system for Nafoore, including all tools and data collection processes - which go beyond descriptive reporting and indicator-centric processes.
Ensure the MEL systems build-in feedback loops which directly inform program managers and enable iterative, adaptive improvements throughout program implementation.
Develop and review frequently the Project’s MEL Plan including Data Management Plan
Plan and lead all MEL activities including the baseline, midterm and final program evaluations, and develop standards for data collection.
Collect, analyse and validate information and data on the performance indicators
Update MEL and project management systems to reflect program progress and needs; enforce proper usage of these systems by program staff
Present data analysis and periodic reporting in consultation with technical staff and leadership
Work with the CoP on helping teams meet MEL Policy and email protected standards
Ensure that lessons learned throughout the project are captured and communicated to internal and external stakeholders through appropriate channels
Actively participate in SMT meetings and strategy sessions
Supervise effective CARM and working with program team to ensure these are utilized for accountability to beneficiaries and partners.
Support the CoP, and other program stakeholders in the design and implementation of assessments in their relevant field throughout implementation.
Collect and analyze lessons learned and best practices from previous and ongoing programs capturing the impact of activities, and ensure that these are incorporated into inception phase design refinement
MEL Capacity Strengthening and Team Management
Develop and co-facilitate regular MEL workshops for staff and partners to share country program, regional, and global MEL tools, processes, and best practices to cultivate a culture of learning
Conduct orientations for new MEL and program staff on systems and key MEL resources
Conduct regular reviews of staff capacity in accordance with Mercy Corps performance management system and coach / mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork
Provide mentoring / accompaniment to Mercy Corps and partner staff to increase capacity and to achieve annual performance and development plans
Remain updated with developments among the Mercy Corps MEL community and worldwide MEL trends and resources, and ensure that MCPR MEL team is applying Mercy Corps MEL guidance and policies appropriately and in a timely manner
Conduct field monitoring visits events frequently with project teams and implementing partners
Provide feedback to senior project and MEL staff to improve the overall MEL system and ensure quality implementation of MEL activities
Directly manage 2 to 3 MEL staff in day-to-day MEL activities, as well as provide technical oversight of 1 or 2 additional MEL staff located in field offices
Assist team members with information, tools and resources to improve performance & reach objectives
Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one-on-one and performance reviews

Minimum Qualification & Transferable Skills
BA / S or equivalent, preferable in business administration, public administration or international development. MA / S in a relevant field is strongly preferred.
5-7 years of experience in the areas of program development and monitoring and evaluation, including relevant experience building and managing an M&E system and team, relevant experience supervising data collection and data validation exercises, and building staff capacity.
Successful experience with the adoption of mobile data collections tools like Open Data Kit, CommCare and Ona, including XLS Form authoring.
Experience with theoretical and practical background in research or DM&E and knowledge of qualitative and quantitative methodologies and techniques required.
Successful experience with designing and operationalizing data-driven decision-making practices to facilitate adaptive program management.
Must have extensive training skills and experience working with a variety of donors, including USAID.
High degree of computer literacy; excellent Excel skills are essential. Experience with complex data visualization using Power BI and / or Tableau preferred.
Ability to manage and meet deadlines.
Ability to work independently on multi-task load.
Excellent communication and organizational skills.
Experience working on Positive Youth Development, Peacebuilding and / or CVE programs preferred.
Experience in Mauritania, North-West Africa (Morocco + Western Sahara, Algeria, Tunisia) or in the Sahel region (Mali, Burkina Faso, Niger) preferred.
Good French and / or Arabic speaking skills required (preferably both).
Good French and / or English writing skills required.
Demonstrated ability to manage, lead and communicate effectively with team members of varied work styles, follow procedures, and meet deadlines
