Reporting to the Manager, Human Resources. The Section Head, Recruitment and Immigration must be a proven leader with the skills and expertise necessary to support the Human Resources Department in fully implementing the College’s mission and vision.

Established to meet the ambitious and visionary goals of the State of Qatar, CNA-Q is a partnership between the State of Qatar and the College of the North Atlantic in Canada.
CNA-Q, a national technical college, fills the State’s need for graduates who have applied technical training in their fields of study.
The state-of-the-art campus hosts around 600 staff and 3000 students. CNA-Q is the third largest post-secondary institution in Qatar, offering 34 advanced diploma, diploma, and certificate programs in a range of technical areas including Business Management, Information Technology, Engineering Technology, Industrial Trades, Health Sciences, and General Education.
In September 2020, the College started offering its first Applied Bachelor Programs, which provide a high-quality mix of theory and applied analytical vocational and occupational skills and competences, coupled with career-oriented, practical education and training.
Since CNA-Q’s inception, the College has graduated thousands of alumni who are proudly contributing to a knowledge-based economy!Duties & Responsibilities : This position requires a dedicated individual who will lead and monitor workforce and recruitment activities across CNA-Q in accordance with the College’s recruitment plans, workforce needs, and sourcing approach with the aim to ensure fair recruitment for each position at CNA-Q.
The successful candidate will support the development of the HR business plan in alignment with CNA-Q’s strategy. The incumbent will lead the development of the College’s annual workforce plan, in liaison with the Schools and Departments.
This includes financial planning and budgeting in coordination with the Finance Department.The successful candidate will ensure that jobs are posted on suitable channels and a fair selection process is followed in alignment with the recruitment strategy.
The position incumbent will lead the development of the interview, assessment methods, and recruitment practices. This will include overseeing internal as well as external networking to support sourcing strategies.
In addition, the role will include the organization of recruitment events and job fairs.The successful candidate will also contribute to the development of recruitment policies, procedures, processes, and guidelines, while overseeing recruitment formalities for new hires, and reviewing and analyzing employee turnover data.
The Section Head, Recruitment and Immigration will also work towards the College’s Qatarization initiatives, in collaboration with relevant stakeholders.
He / she will oversee government and immigration services, and ensure timely and efficient processing of documents (work visas, residency permits and entry permits).
The successful candidate will provide professional development support and perform periodic performance reviews for direct subordinates, and will perform other related duties as assigned.
QualificationsEducation and Certifications : Bachelor’s degree in Business Administration, Human Resources or related field, is required.
Master’s degree in relevant field is preferred.Experience : Minimum 8 years of relevant experience in Recruitment or related field, with at least a year’s managerial experience.
Language : Fluency in written and spoken English language is required.Fluency in written and spoken Arabic language is preferred.
Other Required and Desirable Skills : A highly motivated individual with strong leadership skills and a desire to achieve organizational success and to lead by example is required.
Demonstrable experience in leadership of Human Resources Management for an educational institution is desirable. A proactive attitude to work and efficient time management skills are essential.
The candidate should have the ability to anticipate change and effectively manage quality and risk at all times. Effective resource management and coaching and mentoring skillset is essential.
Commitment to positive relationship building and effective working relationships across all levels of the organisation is required.
Knowledge of workforce planning and strategic human resource management is desirable, with a commitment to ongoing training and continuous professional development.
