DohaJob SummaryPerform all pre-award and post award activities for the procurement of upstream project goods in a cost effective, timely manner and in line with Dolphin Energy's policies and procedures in order to meet the needs of the Projects, Technical Services and Operations Division in QatarAbout the JobPrepare contractual and commercial aspects of any project tenders, in consultation with the user departments.
Prepare and compile tender / contract documentation, with legal and finance groups to ensure viability, legality, interpretation and ease of administration.
Develop the bidders list(s), including any pre-qualification exercise and evaluations required.Perform tender administration activities, including preparing tender clarifications, tender bulletins, and conducting pre-tender meetings.
Prepare purchase orders related Projects, Technical Services and Operations, as requested by user departments, ensuring review and approval by the relevant parties.
Perform all necessary post-award administration and follow-up in order to manage the implementation of the purchase orders, including vendor management, commercial management, expediting and internal coordination with relevant departments.
Perform procurement and sub-contracting follow-up with the EPC contractor for the entire supply chain cycle, including but not limited to the review of tender documents, bid evaluations, vendor approval requests, expediting activities etc.
to ensure all project requirements are met.Review, advise and negotiate revised terms, variation order requests, change orders, claims etc.
Coordinate the final close-out of completed purchase orders by ensuring proper resolution of all outstanding issues and / or disputes with contractors.
Administer 3rd party quality inspection of project goods as applicable.About YouMinimum Educational Requirements / QualificationsUniversity degree in EngineeringMinimum Experience Minimum of 8 years Procurement Experience in Oil and Gas environment, preferably within the contracts / procurement functionSkills and Competencies : Extensive knowledge of applicable commercial / legal practices.
Experience in SAP.Effective interpersonal, verbal and written communication skills.Negotiation skills.Analytical skills.Teamwork skills.
Planning and organizing skills.Good knowledge of written and spoken English. Knowledge of Arabic is an advantage.PC skills.
