Role Purpose

QinetiQ have recently established a presence in the Middle East. It potentially covers all domains in defence aligned to QinetiQ’s core business across Advisory Services, Test & Evaluation, Research and Development and Training Advice, and may also evolve to deliver services outside of defence.

The purpose of the Work Stream Solution Lead role is to domain specific support in delivery of a long term maritime transformation programme in one of nine key areas.

The role will oversee the application of robust analysis, systems thinking, transformation advice and consultancy across the programme, as well as providing general systems engineering advice and technical assurance to evolution of the transformation objectives.

The key areas are :

  • Solution Lead Warfare Experience as Principle Warfare Officer operational, training and policy.
  • Solution Lead Aviation Experience as Fleet Air Arm Naval Air Squadron Commander, with a standards and safety background operational, training and policy.
  • Solution Lead Amphibious Experience of (minimum) Royal Marine Company Command - operational, training and policy.
  • Solution Lead Intelligence Experience of building and operating intelligence capability - operational, training and policy.
  • Solution Lead - Recruitment, Skills, Training and Education Experience of building capable, sufficient and motivated human capital for military operations including Service level recruitment and training school design and delivery.
  • Solution Lead - Organisational Design Experience of designing and implementing organisational design as part of departmental or corporate transformation programmes.
  • Solution Lead - Command and Control Experience of designing and implementing command and control optimisation and integration as part of departmental or corporate transformation programmes -
  • operational, training and policy.

  • Solution Lead Logistics Experience as a naval logistician training, operations and policy.
  • Key Responsibilities

    Technical oversight of all project delivery across the maritime programme, in order to support the successful customer delivery.

    The Work stream Solution Lead will be responsible for leading the application and exploitation of quantitative and qualitative Analysis techniques, Systems Engineering & Systems Thinking, Strategic Advice, Transformational Consultancy and Solution Architecture to articulate clear, robust solutions to our clients’ problems.

    Each Work Stream Solution Lead will also provide general Technical Assurance and Technical oversight to follow on projects and proposals across the business unit to protect and grow the business’ interests in its country of operation whilst ensuring maximum value is added to its client.

    Each Work Stream Solution Lead’s responsibilities can be grouped into three overarching areas :

    1. Solution Design and articulation to support the development of the technical solution to any given opportunity, drawing on innovative ideas, technologies and concepts as appropriate.

    They will also be required to develop real-time straw-man solutions in client workshop environments.

    2. Technical Oversight and Assurance to Delivery Each Work Stream Solution Lead will oversee the technical elements of all of the maritime domain programmes, across Advisory Services, Test and Evaluation, Research and Development and Training Advice.

    Each Work Stream Solution Lead is responsible for assuring the quality of the technical outputs from across the programme.

    This element of the role will involve the application and enforcement of best-practice technical processes and quality assurance practices.

    3. Directing Evolution of business unit’s technical capability The Work Stream Solution Lead’s will be responsible for inputting and building the comprehensive technical strategy to guide the evolution of the future technical capabilities, through collaboration with the programme director.

    4. Technical process governance - The Principal Solution Lead will be responsible for the provision of Systems Engineering execution guidance and oversight, and to enforce, govern and manage Systems Engineering and technical processes across the Joint Venture.

    Ensuring availability of any necessary technical processes, methods and tools for the relevant domain.

    The role will also involve ensuring capacity of competent technical staff (including employees, contractors, subcontractors, and military SMEs) across the programme, working with a variety of stakeholders, to ensure the business is equipped with the skills and flexibility needed to deliver against the dynamic demand generated by the evolving portfolio of projects.

    Scope and Impact :

    Management of specific domain technical processes, methods and tools.

    Conception and articulation of high-level solutions to client problems and opportunities.

    Managing and implementing a technical capability evolution strategy across the JV.

    Ensuring delivery of quality engineering output that meets business objectives.

    Challenges :

    Ability to conceive and articulate high-level solutions to a broad variety of problems.

    Overseeing a distributed set of technical personnel across projects and detached sites.

    Ensuring technical governance is appropriate to current and future work.

    Ensuring the JV’s technical capability through enforcement of the technical capability evolution strategy.

    Key Capabilities / Knowledge

    Essential Knowledge, Skills and Experience Required

    The ideal candidate will have experience as a Thought-Leader and Systems Engineering Leader in a Defence environment.

    Ability to manage and direct people.

    Consulting and customer-facing Experience (Technical consulting and / or management consulting).

    Ability to develop a vision for the JV’s technical capability and execute in the short and medium term.

    Experience of implementing transformation.

    Ability to make sound engineering judgements.

    Sound knowledge of Technical Governance.

    Ability to conceive and articulate high-level solutions to a broad variety of problems.

    Practitioner or Expert (or at least a strong understanding) of several of the following disciplines :

    Systems Engineering, Operational Analysis, Cost Engineering, Test and Acceptance, Through Life Engineering, Training Advice.

    Experience across multiple Defence Domains, ideally including Air, Land and Maritime.

    Experience of working in or with a government defence department (such as UK MoD).

    Desirable Criteria

    Experience working for international government clients.

    Good understanding of Systems Engineering and its practical implementation.

    Good understanding of Enterprise Architecture methods, frameworks and tools.

    Other Requirements

    Relevant Engineering degree

    Chartered or Incorporated Engineer, or equivalent qualifications and experience.
