About the Role :
Responsible for coordinating the purchasing of all types of fuel for the QR Group, this includes : Aviation Fuel, Oil, Lubricants, Greases, Gasoline and Diesel.
Exercise high-level contract and supply expertise along with cost containment and effective process management. Responsible for providing specific transaction consultation, professional guidance on drafting RFPs, and assistance in interpretation of contract language, and administrative policies and procedures.
Key responsibilities of the role :
Strategic Sourcing and Development
Maintain a Strategic Sourcing approach to fuel procurement : challenging spends, seeking opportunities to reduce cost while maintaining productive supplier relationships.
Highlight opportunities to reduce risk and cost to the business for : Fuel supply, Fuel Price Risk and Currency exposure.
Develop and utilize accurate in house databases and identify cost effective and relevant market research options.
Develop, track, monitor and analyse the possibility for QR tanker opportunities.
Assist the Department Head in setting of strategic targets for the annual tendering process and other portfolio / business outcomes.
Identify and present savings analysis and promote an environment that continuously identifies improvement opportunities.
Reduce fuel budget by challenging users on volume forecasts and QR service specifications
Improve fuel spend forecasting by developing robust supply market intelligence and products / services cost benchmarks.
Bring innovative ideas on how to mitigate cost during the specification development phase of products and services.
Participate in IATA Fuel Forum’s annually to source market intelligence, and work with IATA and other groups (such as IAG) to scan the market for strategic sourcing opportunities for QR.
Work collaboratively with group and alliance partners to source fuel and oil globally.
Manage, evaluate, and execute jet fuel tenders to ensure Qatar Airways achieve market leading fuel rates.
Develop and manage supplier relationship and performance across the QR Network globally, reducing delays and identifying opportunities for joint ventures that increase operational performance while reducing spend.
Working with Accounts Payable, analyse and actively manage fuel and manpower spend to ensure budget accuracy
Seek out, propose and implement business process improvements, that reduce time and manpower required to undertake fuel team processes.
Identify and deliver annual cost reduction targets with stakeholders ensuring accurate budget planning and integrity.
Identify and mitigate supply chain risk to Qatar Airways to reduce operational cost and delays
Maintain operational integrity by supporting the Group Operations Control Centres through the efficient forward planning and management of diversions.
Identify and deliver fuel and oil spend savings across the QR Group.
Challenge supplier performance and delivery to contract, seeking opportunities to rationalize the supplier base and identify new entrant suppliers.
Develop and maintain fuel price and volume forecasting models to support the business finance and budgeting functions of the Qatar Airways Group.
Develop relationships with other stakeholders internally within QR group such as Operations, Fuel Optimisation teams, Business Finance, etc.
to assist with planning, budgeting, and forecasting of fuel business exposures.
Management & Leadership
Assist the Department Head to establish the team’s objectives and priorities to align with and support business objectives.
Regularly evaluate the team’s objectives, plans, procedures and practices, and propose appropriate changes if needed.
Oversee and supervise employees. Direct daily activities, recruit, train, develop and discipline to ensure a high standard of service delivery.
Take responsibility for own ongoing personal development and growth of expertise.
Train and develop other employees, for proper succession planning and risk management.
Assist in the response to any emergency or a major operational disruption affecting Qatar Airways or its subsidiaries, including support of the Qatar Airways Special Assistance Program.
Train Qatari staff in the duties above.
Perform other department duties related to his / her position as directed by the Head of the Department.
Responsible to ensure that employees at all levels understand work health and safety requirements and expectations through provision of relevant QR Group induction, information, instruction, training and supervision.
Ensure compliance to all relevant safety, security, quality and environmental management policies, procedures and controls across the operation to assure employee safety, security, legislative compliance and delivery of high quality service with a responsible environmental attitude.
Ensure that all managers and supervisors understand work health and safety requirements and expectations to the extent that they can pass on relevant information, identify training needs and provide appropriate supervision in their workplace.
Take a direct and personal interest in reported injuries, incidents, near misses and hazards to ensure that appropriate reporting, investigation and response is being achieved.

Qualifications : Essential
Bachelors Degree or equivalent in Commerce, Economics, Mathematics, Engineering, or a combination of all.
Previous Experience : Essential
Executive Management - minimum 10 years of job-related experience required
Experienced in working in local, international and cross-functional project teams.
Procuring fuel in remote operational locations is essential.
Exposure to EMEA, North and South Americas, Asian and CIS countries is preferred.
Leading and developing small, highly specialized teams.
Strong familiarity with jet fuel markets and or oil prices and oil markets.
Excellent experience with running complex and large competitive tendering processes.

Must have broad experience and good perception of jet fuel and oil industry along with excellent understanding of logistics with respect to product movement.
