The University of Calgary opened its first overseas branch campus with generous financial support from the State of Qatar and began delivering undergraduate nursing programs in 2007.
Since then, the University of Calgary in Qatar (UCQ) has been educating the future nursing leaders in Qatar by offering Bachelor of Nursing and Master of Nursing programs accredited by the Canadian Association of Schools of Nursing (CASN).
The University of Calgary in Qatar is currently seeking a Human Resources Partner who can start in Fall 2019.
The Partner, Human Resources reports jointly to the Dean of the University of Calgary in Qatar (UCQ), and the Director, Human Resources Services in Calgary.
This position is a member of the Senior Leadership Team of UCQ. The Incumbent is responsible for the human resources function for the University of Calgary in Qatar, directing the work of an HR department covering recruitment and selection, extensive onboarding and off boarding, performance management, compensation and benefits, as well as responsibilities unique to an international branch campus, that is, cultural adaptation, assisting with settling into life in Qatar, and extensive immigration processes.
A complement of staff members report to the Partner.
There is a high volume of work of varying complexity. Challenges vary from staff related issues to implementing both University of Calgary and State of Qatar policies and procedures.
This position requires the ability to assess and solve problems, resolve conflict, and maintain good judgment within both a Canadian and a Qatar cultural context.
Summary of Key Responsibilities (job functions include but are not limited to) :
Provides leadership for and manages UCQ’s Human Resources function, planning, guiding and managing the overall provision of Human Resources services, policies, and programs for UCQ
Management of staff on the Human Resources team, including recruitment, hiring, training, performance reviews, and discipline up to termination of staff
In collaboration with the Dean, UCQ Senior Leadership Team and main campus HR, the Partner develops and establishes the department’s strategic and operational plans
Collaborates with department members to establish meaningful performance measures to evaluate progress
Motivates and mentors staff, and facilitates the constructive resolution of conflict within the team to foster positive employee relations
Skillfully and sensitively provides advice and direction on country-specific issues unique to the campus
Consults with and advises the Dean and the Senior Leadership Team on the use and development of proven human resources best practices and ensures the ongoing compliance with these practices within the limits of both Qatar and Canadian labour laws, terms and conditions of employment, and compliance with the comprehensive agreement with the State of Qatar
Creates the strategic HR annual business plan and budgets for UCQ
Address and successfully manage the inherent challenges working in an international setting
Liaising with the University of Calgary to resolve country specific issues for Canadian Hire employees
Develops and maintains accurate HR data for use in Key Performance Indicators, government reports and data for project sponsors and the Ministry of Education and Higher Education
Qualifications / Requirements :
Ability to work productively in a framework of operations that fully respects the laws, culture and religion of Qatar
University degree in a related field. Masters degree preferred
5+ years human resources work experience with significant, progressive supervisory and management experience
Must be familiar with the university’s labour relations and human resources policies, processes and procedures, including knowledge of recruitment and selection, mentoring and coaching, performance management, attendance management, investigation and discipline practices
Familiarity with Canadian tax laws and interpretation of Canadian non-resident requirements would be an asset
Possess strong technical and analytical skills to manage UCQ specific data and applications such as SharePoint, Access, along with Microsoft Office suite.
Experience in managing employees of diverse cultural backgrounds
Must have the capacity to work collaboratively with UCQ’s legal advisors in Qatar and University Legal Services to respect statutes and practices as outlined Qatar labour law while aligning to Canadian employment law and standards
Ability to establish effective working relationships with all levels of management, faculty, staff members, and external stakeholders, including the ability to influence and persuade
Possess good judgment and problem-solving skills; is patient, tactful and diplomatic; communicates well with people both orally and in writing;
and demonstrates excellent leadership abilities
Strong organizational skills, able to translate plans, goals and objectives into projects or tasks for implementation
Ability to work independently in a fast paced, constantly changing environment, using good judgment, tact and diplomacy in handling multiple simultaneous priorities with positive outcomes
Takes responsibility for projects and has a methodical approach to the work
Uses tact, good judgment, and negotiation skills to seek satisfactory resolution and negotiate boundaries for staff in workplace issues
Experience working in a foreign culture (preferably Arabic) would be preferred
Following the University of Calgary Canadian pay scale, all successful candidates can look forward to an attractive expatriate compensation package, with an initial 2-
year contract, renewable yearly thereafter on mutual terms. Benefits can also be extended to spouse and / or children below 18 years old, including school tuition support.
