Main Duties / Accountabilities :
Understand and promote the Qatargas (Quality Assurance) requirements and supporting compliance procedure expectations.
Establish and support proactive and collaborative working relationships with contractors and applicable third party organisations.
Ensure project plans, procedures and programs are in place in accordance with the Quality Assurance Policy requirements.
Review project scopes of work for CAT IV-VI Projects to determine the necessary extent and frequency of quality verification activities.
Plan, manage, lead and participate in assigned Project QMS verification activities.
Review contractor / supplier quality deliverables for conformance to Qatargas quality requirements and expectations (I.
E. PQP, PEP, ITP, Criticality Rating assessments and QA / QC procedures).
Lead and participate in assigned quality verification activities.
Coordinate site and workshop inspection activities, and assign adequate Qatargas inspection resources to effectively measure conformance to requirements.
Conduct and Lead External quality audits and internal self assessments to gauge the effectiveness of the quality management system
Evaluate and monitor the performance of Qatargas QC inspectors and QC Leads, and identify training requirements to continually improve the performance of the Quality Team.
Steward the NCR process for all identified non-conformances - including NCR / CAR issue, RCFA, disposition approval and close-out.
Identify quality-related lessons learned, and propose suitable corrective actions to improve work processes and prevent further undesirable conditions / situations.
Act on behalf of the Quality Engineering Specialist for all project-related quality queries, concerns, issues, plans and progress etc., if required.
Monitor the quality performance of contractors / applicable third party organisations and communicate project quality metrics and statistics effectively with the project team.
Ensures mechanical acceptance, and completion of pre-commissioning and commissioning activities related to projects.
Promote the Qatargas company health, safety and environment requirements and ensure that they are adhered to during project activities.
Operating Environment, Framework and Boundaries :
Works in accordance with the Qatargas Quality Assurance Policies and directives from the Head of QA / QC Projects
Provides QA / QC support and recommendations to the Qatargas projects team, shutdown group and maintenance department.
Works with in established company corporate and industry policies and procedures
Communications and Working Relationships :
Attends regular meetings with QG Quality Engineering Specialist to discuss on-going QA / QC matters and work priorities.
Prepares and leads external QA audits of contractors and internal QA assessments.
Attends internal interface coordination meetings as required, to discuss all matters related to QA / QC issues / concerns.
Chairs daily QA / QC meeting with the quality team.
Close liaison with Qatargas Integrity & Plant QA / QC teams to ensure that work processes and practices comply with the Qatargas quality requirements and expectations.
Problem Solving / Complexity :
Works within well-established policies, procedures and standards.
Capable to work effectively under pressure during fast-track Shutdown projects. Able to provide professional, concise technical response to QA / QC-related issues.
Performs RCFA investigations and problem- solving for routine and ad-hoc incidents, with the more complex issues being referred for advice or decision.
Decision Making Authority and Responsibility :
Plans and prioritises own work within agreed work programs.
Takes decisive action relating to project quality issues / concerns and escalates significant issues to the Head of QA / QC (Projects) for his action.
Essential Skills / Qualifications :
Minimum 15 years demonstrated experience in the oil and gas industry, with particular focus on brownfield and greenfield projects, and in-service modifications to existing LNG facilities together with maintenance and shutdown activities.
Bachelor's Degree in Science or Engineering discipline (or suitable alternative, with demonstrated knowledge and experience) with multidiscipline skills.
The candidate shall have wide knowledge on mechanical, welding, civil, structural, electrical and instrumentation disciplines.
Level II Welding, Coating and NDT certification would be advantageous.
Certified Lead Auditor (IRCA) with extensive experience in leading QMS audits.
Broad experience in conducting quality assurance assessments of procurement, engineering and construction processes.
Specific experience in conducting Procurement Surveillance Assessments to measure the efficiency of the procurement process, and compliance with contractual quality requirements.
