Job Summary

Supports the HSE Manager, Project Directors / Project Manager by assisting projects to implement the integrated management system and local legal regulations.

To plan, implement, evaluate and analyze HSE activities at site to ensure HSE Target and objectives are measured and achieved.

Job Roles & Responsibilities

Principal Accountabilities

  • Leads the coordination the implementation of and compliance to the Project Health and Safety Management Plan (PHSP) and Project HSE Management Programme.
  • Arranges, conducts and participates in training sessions, HSE Committee and Coordination Meetings. Advise the Project Manager / Director and other Supervisory Staff with regards to accident prevention and improvement related to work methods.
  • Leads and supervises HSE officers onsite. Often lead the project in absence of Project HSE manager or in charge of night shift, often acting as deputy HSE manager
  • Additional Job Roles & Responsibilities

    1. Plans, monitors and manages execution of HSE activities on a project as per the HSE plan and IMS requirements to ensure HSE requirements are met and system are followed effectively.

  • Carry outs monthly HSE inspections for project sites and recording findings on time to design relevant improvement action plans.
  • Plans and implements HSE audits for sub-contractors on quarterly basis.
  • Prepares the HSE monthly monitoring program and ensure the implementation.
  • 2. Reviews and monitors timely reporting of project HSE performance and ensure achievement of HSE golas in project.

  • Records and analyzes HSE project performance on a daily basis or minimum on weekly basis and maintain the HSE report.
  • Prepares Project HSE monthly and weekly report.
  • 3. Coordinates and manages internal and external relationship for effective and efficient achievement of HSE goals.

  • Conducts educative and informative meetings, tool box talks on a daily, and weekly or need basis to promote and achieve the HSE target.
  • Ensure weekly supervisor tour is carried out 100% .
  • 4. Provide leadership, ongoing guidance and support and motivate the HSE team.

  • Monitors HSE personnel performance and record feedback on a weekly basis and action plan to motivate HSE team
  • Facilitates weekly meetings with HSE personnel to understand and share best practices and challenges of the team identifying the root cause for preventive action.
  • Conducts root cause analysis for all incident and accidents recorded within the stipulated incident occurrence and generate the initial investigation report within 24hours or proper justification for delay might occur
  • Conducts accident / incident final investigation within stipulated time manner of 72 hours or proper justification for delay might occur
  • 5. Leads HSE team in an immediate response to incidents and emergency situations that occur on site and do investigation by identifying the root cause for preventive action.

  • Conducts root cause analysis for all incident and accidents recorded within the stipulated incident occurrence and generate the initial investigation report within 24hours or proper justification for delay might occur
  • Conducts accident / incident final investigation within stipulated time manner of 72 hours or proper justification for delay might occur

  • Knowledge of all relevant safety regulations, procedures and instructions.
  • Knowledge in Qatar and International Safety Standards.
  • Knowledge in integrated management system
  • Knowledge of current and proposed applicable environmental regulations
  • High level of working knowledge and experience with regulatory requirements
  • NEBOSH Diploma or NEBOSH Certificate
  • Certified Fire Safety / Engineering from a recognized institution.
  • Audit Qualifications- ISO 45001 OHSMS and EMS 14001.
  • Accident Investigation Certification, Scaffolding Training, Fire Safety Training and Rigging Training
  • Job Skills

  • Excellent oral, and written communication
  • Having a high communication skills among different culture work environment.
  • Strong work ethic with high personal standards for performance
  • Can conduct training in health, safety and environmental.
  • Analyzes Root Cause Methods and Accident / Incident Investigation Techniques.
  • Demonstrate sound work ethics.
  • Proven problem-solving and decision-making skills
  • Sound exercise of judgment, persuasiveness and tact necessary to oversee the administration of HSE activities.
