Understand the Road Operation and Management Department scope task and target. Coordinate with stakeholders for executing operations and maintenance of road networks in coordination with the Management Consultants (MC) / contractors.
Plan and program road repair works on the networks Administer, prioritize and oversee major repairs on the road network, oversee assignment maintenance crews to repair networks.
Able to undertake supervisory and inspection ( for contract compliance) tasks as assigned by Lead Engineers Monitor contractor performance (KPI) of awarded contracts to ensure effective performance management, contractor utilization and safe working practice.
Review tender documents for contracting maintenance contracts. Develop cost estimates for contracting maintenance contracts based on the work scope documents.
Review tender submissions and evaluation reports and provide recommendation to the concerned Committee on technical and financial aspects.
Provide support on commercial matters and risks to the Engineers related to ongoing contracting maintenance contracts. Prepare and provide monthly reports and regular updates to Section Head and attend meetings as required.
Provide reports to the Project Management Office of Assets Affairs on the performance metrics for all section projects Support team and contractors on compliance with all processes and procedures relating to Enterprise Asset Management System (EAMS) and other DNO&M / ROMD systems (as appropriate) and processes.
Prepare all specifications for maintenance vehicles and equipment and assists in the purchase of motor vehicles, off road equipment and others, as required.
Assist the project team in ensuring that road upgrading and maintenance works are carried out to the specified technical standards and that corrective action is taken as needed.
Develop the quarterly, annual and long term preventative and routine maintenance plans to ensure that the road networks perform to the specified level of operations based on asset management standards and recommendations Coordinate with the Design Department to develop and implement improvements to existing road networks.
Manage the performance of maintenance contractors to ensure adherence to defined SLAs Raise any issues that require consideration to the road networks Engineering Advisor / Expert for advice on actions / recommendations.
Ensure adherence to Health and Safety Policy and Procedures within the section and comply with any new work instructions.
Perform other duties / tasks as required Ability to write project scope of works (tendering / quotation purposes) for new and maintenance works Bachelor’s Degree in Civil Engineering or relevant Subject Education qualification obtained from North America, West Europe, Australia Holder of Chartered Membership in relevant discipline (e.
g. Engineering) would be an advantage Holder of current / valid Qatar Driving License would be an advantage
Minimum 8 years’ cumulative experience of road networks including 3 years managing contractors and leading a team Experience of working in a multidisciplinary Organization preferably in the Middle East Knowledge and experience in procurement and contract management Knowledge of Quality Road works, Environment policies, procedures and regulations.
Ability to deliver and support change Competent in Microsoft Office Packages, Microsoft Project / Primavera / Ability to influence and engage stakeholders and staff at all levels within the Organization Ability to communicate verbally and in writing in English is mandatory.
Ability to communicate verbally and in writing in Arabic is preferred
