The Senior Resident Engineer will represent theconsultant on the project and will administer the operational functions of theday-
to-day activities of the construction supervision on the project Will supervise the work of the members ofthe construction supervision team to ensure that the project will be completedas per the contract.
Act as the Engineer’s Representative.
Direct supervision and coordination of theconstruction works to achieve construction in accordance with the ContractDocuments.
Direct, assist and monitor the performance ofthe construction team namely, the Resident Engineers, Inspectors, Surveyors andMaterials teams.
Lead the construction supervision team.
Manage construction supervision, qualitycontrol, financial control, hand over and other site operations.
Act as the point of contact for Contractors.
Monitor progress against accepted constructionschedule and review the Contractor’s progress reports. Asses the progress and inform the PMC and theclient in case of delay.
Manage the change procedure in agreement withthe Engineer (PMC) and PWA and issue properly authorized instructions to theContractor, as appropriate.
Report to the Engineer (PMC) and the PWA onactual progress against the schedule and cost objectives approved by PWA.
Identify specific problems that have occurred,and the proposed solutions by the Contractors, as appropriate.
Provide claims analysis support, includingdispute resolution.
Participate in contract close-out activities.
Coordinate with all concerned parties on allconstruction (and design) issues.
Chair the progress meetings with the Contractorand report on issues, as necessary.
Report issues, status and progress of works onsite.
Monitor the Contractor’s performance.
Monitor concerned authorities (agencies)approvals.
Monitor and report on deficiencies related toplanned resources.
Review Contractor’s progress reports.
Assess progress on site and prepare reports tobe submitted to the Engineer (PMC) and PWA.
Coordinate (as necessary) all utility mattersbetween contractors and all concerned Agencies.
Set and monitor duration of submittal reviewand approval of shop drawings, material submittals, etc.
Monitor and manage the as built records.
Provide final approval to Works and arrangehandover and manage the contract close out activities.
Ensure safety goals are achieved on theproject.
participates in PSP development. Ensures that all Parsons Projectbased employees work safely and in accordance with the PSP.
Maintain a daily dairy by him, all ResidentEngineers and daily reports by all Inspectors.
Check and verify the information in theContractor’s daily report including all the resources (labour, equipment andmaterials).
Maintain awareness of contracts financialstatus.
Bachelor of Science degree in Civil Engineeringfrom an internationally recognized accredited University. Chartered Engineer orProfessional Engineer (PE) registration or other similar professionalorganizations.
Minimum twenty (20) years post graduateexperience in design, site supervision, and construction management with atleast five (5) years of those as Senior Resident Engineer of major highwayprojects of complex nature.
Large infrastructure project experience ispreferred.
Proven ability to perform independently andwork in a large multi-discipline team.
Must be very organized and have effectiveproblem solving, leadership and negotiation skills.
Qualified professional who can manage andcoordinate specialized activity, discipline or team of moderate size andcomplexity.
Leads in the formulation of advanced technicalconcepts.
Provides specialist services in support of projectrequirements.
Independently performs highly complexprofessional assignments demanding contributions calling for the application ofspecialized principles.
Proven ability to perform in a middlemanagement capacity.
Excellent written and oral communication skills.
