Job Description

Job Context & Major Challenge(s)

  • Undertakes complex tasks and acts as a source of guidance for staff and internal customers. Is expected to handle all but the most complex problems and difficulties that might arise.
  • Sets situations / issues in the context of the entire team and has an appreciation of the wider relationships with other people and organizations and has an appreciation of the wider relationships with other people and organizations.
  • Utilizes a systematic approach to problem solving that ensures accuracy, timeliness and quality of documentation in resolution.
  • Works on large capital expenditure projects in a highly dynamic team environment that has tight-deadlines, high pressure and visibility, requiring accuracy, initiative and the ability to multi-task as essential skills.
  • Manages several interfaces, interfering between each others and subject to different regulations and specifications.
  • Key Job Accountabilities

  • Responsible for proper execution of interfaces between PMT, EPC Contractors (especially EPC-1 CTR), RLIC and third party organizations in a timely manner consistent with project requirements
  • Promote clear, accurate, timely, and consistent communication with other organizations (internal & external) with respect to transferring interface information.
  • Provides a single point of contact for information development and transfer between the PROJECT Onshore Infrastructure Team and the external interfacing organizations.

  • Establish a system for the PROJECT Onshore Infrastructure Team to coordinate its activities for effectively managing and organizing physical interfaces per principles and requirements of COMPANYPMS.
  • Interface with various project teams and departments on resolving related issues that requires effective communication, initiative, flexibility and an ability to induce collaboration.

  • Assure interfaces between the Project and the external interfacing organizations are defined, developed and documented in a timely manner consistent with project needs and generates regular reports on the status of issues.
  • Work closely with external organizations.

  • Keep the PROJECT Interface Manager and Site Manager Infrastructures informed of interface matters that could potentially jeopardize Project Objectives.
  • Schedule and lead regular interface meetings, issue minutes of meetings and steward close out of action items with interfacing organizations on a frequent basis, consistent with project needs.
  • Assist in bringing EPC Contractors’ Interface Agreements to Approved and Closed status. Assist in conflict resolution regarding EPC Contractors’ Interface Agreements.
  • Identify and escalate interface matters that are not being resolved by parties who have Interface Agreements.

  • Participate with EPC Contractors in resolution of tie-in problems and discrepancies in order to ensure the resolution complies with project specification requirements and meets functional and safety objectives
  • Support mechanical completions efforts and coordinates with PMT Completions Group for the effective planning and tracking of key activities required for Project Infrastructure / WWTP Mechanical Acceptance and Handover
  • Interacts effectively with COMPANY management and external stakeholders, including statutory auditors, shareholder auditors and other entities to discuss project practices and issues.
  • Qualifications :

  • Diploma in Engineering Science discipline or equivalent with a minimum of 10 years relevant experience.
  • Preference for Bachelor or Associates Degree in Engineering / Science or equivalent.
  • Knowledge and / or Experience

  • Bachelor of Science in Engineering.
  • Must have 10 years minimum work experience as Interface Engineer or Project Engineer in Oil & Gas Industry preferably LNG including specific experience in negotiating and constructing commercial agreements related to the development and operation of large-scale oil and gas projects
  • Minimum of five (5) years of project field experience with demonstrated supervisory skills.
  • Effective communication and presentation skills.
  • Fluent in written and spoken English at a high technical level. Able to write Technical reports in English.
  • Arabic speaking is an advantage
  • Must be able to work in multicultural environment.
  • Good interpersonal skills.
  • Experience with government agencies, contractors and vendors, in particular those involved in the construction of onshore facilities.
  • Must have work experience in Major Oil & Gas company, Qatar
  • Work experience with big projects is an advantage
  • Valid Qatari Driving License (or eligible to apply)
  • Previous work experience with Major Oil & Gas Company, Qatar is an advantage
  • Will need to work from various locations, EPC Contractors offices
