Al Udeid Air BaseThe Munitions Functional Manager, as part of the Project Management Group (PMG) serves as the Program level staff proponent and coordinates the overall management of the Munitions and TRAP program for compliance with the Performance Work Statement (PWS).
Assists in the development, coordination and implementation of plans and policies involving overall contract impact, quality control, safety, training, management reporting, briefings and evaluations.
Determines staffing levels and prioritizes expenditures to ensure maximum readiness capabilities. Coordinates directly with AMIC and USAFCENT Staff about Munitions WRM strategies / issues.
Works directly for the Program Operations Manager and has assistance responsibility for projects on an as-needed basis to assist in monitoring and coordinating efforts of the staff and operational elements.
Carries out all duties in accordance with DynCorp ISO 9001, Quality Management System (QMS) and Safety Standards.Principal Accountabilities(Typical duties include the following, although specific duties vary by assignment or contract.
Advises the Deputy Program Manager and Program Operations Manager about all related Munitions and TRAP issues of the PWS.
Assists in the development, implementation, and management of the Munitions / TRAP Quality Control, Training and Explosives Safety Programs to enhance contractual performance and compliance with strategic goals.
Analyzes the resource needs, personnel, and equipment, of the Munitions / TRAP Departments and coordinates with appropriate internal / external agencies for timely resolution.
Conducts staff assistance visits, analyzes program wide performance factors and management reports to make recommendations for improvement / corrective action.
Oversees and assists the Munitions Functional Accountability Manager with the management of the munitions stock record accounts, to include the Combat Ammunitions System.
Reviews Contractor developed material for consistency with management and contractual compliance.Develops, coordinates and recommends program level Munitions / TRAP plans and operations policy IAW the PWS.
Coordinates, monitors, and assures the accuracy of all reports, computer transactions and other outgoing correspondence concerning the Munitions / TRAP functions.
Participates in special projects, management studies and related tasks, and prepares reports as needed for PSO / PMO.Responsible for timely coordination of all USAFCENT peacetime and contingency taskings.
Maintains close communications and coordination with AMIC and USAFCENT Munitions / TRAP Staffs.Works necessary hours, to include stand-
by duties, to support mission requirements during peacetime and contingencies.Performs other duties and projects as designated by the Program Operations Manager.
Knowledge & SkillsExcellent oral and written communication skills.Experience & EducationMinimum of Associate's Degree; Bachelor's preferred and prior USAF MAJCOM Staff experience preferred.
Completion of USAF Technical Training in Munitions systems (2W0X1).Minimum 7 years prior general knowledge of U.S. DOD explosives operations.
Minimum 20 years combined supervisory experience in USAF munitions management.Understanding of logistic systems, plans, quality control and supervisory policies, principles, procedures and techniques.
PMI certified an advantage (CAPM or PMP).US Secret Security Clearance required.Physical Requirements / Working EnvironmentWorks in normal office environment but exposed to extreme environmental elements during visits to other locations.
