This position is located in the UNOCT Programme Office in Doha, the State of Qatar, established in support of the UNOCT Programme International Hub on Behavioural Insights to Counter Terrorism .
Under the overall guidance of the Office of the Under-Secretary General for OCT, the incumbent will lead the Programme Office Team in Doha and will report to the Chief of Policy, Knowledge Management and Communication Branch.
ResponsibilitiesWithin delegated authority, the Senior Programme Officer will be responsible for the following duties : Takes the lead to develop, implement and evaluate assigned programmes / projects, etc.
identifies and initiates follow-up actions.Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems / issues and prepares conclusions.
Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
Manages outreach activities; raise funds; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics / activities.
Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
Coordinates activities related to budget and funding (programme / project preparation and submissions, progress reports, financial statements, etc.
Guides, evaluates and mentors staff.Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.
Lead the programme office and develop its programme of work under the guidance of UNOCT in New York.Provide capacity-building assistance to Member States and organizations to develop and implement programmes, projects and initiatives that integrate behavioural insights to counter terrorism.
Promote communication, outreach and partnerships to share knowledge, expertise, experiences and lessons learned on behaviourally informed counter-terrorism interventions.

Experience providing capacity-building assistance to Member States and organizations to develop and implement programmes is required.
Experience working with issues related to the prevention of violent extremism is desirable.Experience with implementation of programmes in the Middle East and North Africa region is desirable.
