Ensures that all estimate teammembers apply company estimating practices, techniques, processesand procedures.
Responsible for providingtechnical guidance to Estimators and AssociateEstimators.
Delivers quality controlledestimates for projects and programs as assigned. Defines anddelineates project or program scope utilizing a top down workbreakdown structure (WBS), prepares material takeoffs in accordancewith the WBS as defined by concept documents, and design drawings,plans and specifications.
Develops detailedresource costs for work activities based on the planned schedule ofexecution, applies project burdens and indirect costs, appliesdictated fees and taxes, defines costs associated with contractgeneral conditions, and applies expected margins to produ ce areasonable probable project and / or contract cost.
Develops basis of the estimate (BOE) narrative thatclearly defines estimate methodology, scope, pricingcharacteristics, escalation, assumptions, and exclusions such thatthe customer has complete understanding of the content and thecomponents of the delivered estimate of probable cost.
Reviews estimates delivered by other service providers todetermine compliance with project and / or program procedures,estimate completeness, accuracy, and technical development andcompliance with best practices.
Reviewscontractual documents and contract modifications to determine scopeof work and / or scope changes, and defines cost and schedule impactsto the base contract, and to provide written evaluation andrecommendation of reasonable reconciliation and remediation toproject and / or program management staff.
Prepares and summarizes task and subtask estimates,including resource rates and / or unit cost to perform parametricorder of magnitude cost estimates when detailed estimatedevelopment is not necessary pr time does not permit that level ofdetail.
Defines scope and quantification forvendors and subcontractors necessary to obtain correct andcompetitive pricing for materials, equipment, and services requiredto complete an estimate of reasonable probable cost.
Documents telephone, email, web and written bids andquotations complete with contractual terms and conditions, shippingcost and terms, transfer of title and terms of contract payment andcompletion.
Accumulates, evaluates, anddocuments historical cost data inclusive of construction location,site conditions and restrictions, contract terms and contractexecution plan, procedures and methods in order to maintain currentestimating database information and cost data
Provides training and guidance to Estimators andAssociate Estimators in the preparation, revision, and productionof cost estimates using the required project and / or programsoftware, estimating tools and equipment.
Reviews work produced by subordinate personnel forquality, clarity, accuracy, and application; verifying that allcomponents and cost required by the contract documents areincluded.
Develops client presentations in theappropriate media, and conducts clear and specific clientpresentations as required by project and / or programmanagement.
