Responsible for the efficient management, supervision and training of personnel assigned to MSEM which inspects, maintains, and services assigned non-powered Munitions Materiel Handling Equipment (MMHE).
The employee is a first-line supervisor of production and, as such, is the technical advisor to the Section Chief and Munitions Dept.
Superintendent to ensure MSEM meets all contractual requirements IAW with the Performance Work Statement. Uses IMDS and MC2 as part of routine duties.
Operates Theater Integrated Combat Munitions System (TICMS). Depending on operational tempo may at times be required to participate as part of the work force conducting explosives operations.
Ensures compliance with Performance Work Statement (PWS) and DynCorp ISO 9001 : 2015 Quality Management System (QMS).
Ensures all USAF and host nation explosives safety, AFOSH, and security standards are implemented.
Takes necessary control and timely response actions during emergency events.
Develops the annual master and monthly MMHE maintenance control plan IAW with established contractual standards.
Analyzes MMHE production schedule for compliance with established quality processes
Identifies potential maintenance and equipment problems and recommends solutions.
Ensures availability, currency and consistent use of publications essential to the Element’s needs.
Reviews and submits recurring MMHE deliverables IAW PWS and Munitions SOP delivery schedule.
Documents equipment records IAW T.O. 00-20-1; process appropriate transaction in applicable Munitions Information Systems (MIS).
Manages the reconditioning, repair, and corrosion control program of assigned MMHE within technical standards.
Plans actions for MMHE to be in maximum deep storage, ready-to-ship configuration to include stacking of trailers.
Coordinates with the applicable Supply section to resolve any MMHE serviceability and accountability issues.
Advise Munitions Control and Section Chief of job status, scheduling delays, and resource shortfalls
Supervises assigned workforce, to include foreign nationals; providing clear instructions and direction about assigned MMHE production efforts.
Evaluates skills, aptitudes and proficiency of assigned personnel to develop work center training requirements and ensures effective relevant training programs are instituted.
Enforces compliance of supply discipline IAW with AFI 23-110 and DI SOPs for bench / operating stocks.
Supervises the management of tool storage, CTKs, and special equipment for compliance actions.
Oversees compliance of shelf life items (lubricants, paint, etc.) to include availability of SDS for assets.
Ensures all personnel are trained and certified to use industrial training and certification according to standards.
Enforce operators’ pre-use and maintenance actions on light vehicles, hoists and handling equipment.
Works necessary hours, to include stand-by duties, to support mission requirements.
Perform other duties as assigned.
Knowledge & Skills
Must have intermediate knowledge of the USAF Supply and Tech Order systems or US service equivalent.
Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word programs.
Will be required to operate material handling equipment.
Must possess a valid home country driver’s license and ability to obtain host nation driver’s license.
Experience & Education
High School diploma or equivalent.
Must have a minimum of eight years’ experience with Military Munitions.
Must have a minimum of three years combined supervisory experience in USAF munitions / MMHE activities or US service equivalent.
Must not have been convicted of a Domestic Violence charge (Lautenberg Amendment compliance).
Must be eligible to obtain and maintain a US Secret Security Clearance.
Physical Requirements / Working Environment
Works in normal office and maintenance shop or warehouse environment and may be required to work outdoors for extended periods.
Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for task being performed.
Physically capable of performing all required duties; capable of lifting / pushing / pulling minimum of 50 lbs.
Ability to travel domestically and internationally.
Must have normal color perception and depth of vision.
