POSITION SUMMARY :
Under the general direction of the Program Manager, the Operations Manager is responsible for coordinating and managing the day to day operations of the PMO Operations office.
Works in close coordination with the Program Manager and Deputy Program Manager, Functional Managers within the program, and appropriate external agencies to create a continuous flow of information regarding past and ongoing Program activities.
MAJOR JOB ACTIVITIES : Please list by order of priority and, if possible, provide the percentage of time spent on the activity all should equal 100%.
Monitors program compliance with the PWS, SOWs, collects and analyzes data, such as performance metrics and dashboards.
Writes and developes Technical Proposals, Basis of Estimates (BOE), Work Instructions (WI), Job Descriptions (JD) as required.
Responsible for planning, developing, directing, and coordinating logistical support for multiple, simultaneous, program level activities.
Interacts with the military, and other Vectrus departments, both over the telephone and in person, in a professional and tactful manner.
Maintains and controls files for applicable correspondence, policies / procedures, reports, directives, and bulletins.
Tracks and maintains information with Department Managers to ensure all daily, weekly, monthly slides, spreadsheets, and reports are maintained and produced in a timely manner while focusing on quality.
Manages and maintains through periodic inspections, administrative records and submits program status reports IAW established Project Operating Procedures (POP), Standard Operating Procedures (SOP), WI and the contract.
Establishes the priority of one-time assignments given to the section.
Performs other duties as required.
MATERIAL & EQUIPMENT DIRECTLY USED :
Computer, laptops, scanners, printers, faxes, other network equipment and other general office equipment.
WORKING ENVIRONMENT :
Duties will involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures up to 130F degrees in the summer months.
Potential exposure to chemical or biological agents could exist. Employee use of Personal Protective Equipment (PPE) in certain areas is required.
Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Normal work week is 48 hours but must be able to work overtime or shift as required.
PHYSICAL ACTIVITIES :
Physical requirements include lifting, climbing, extended sitting or standing, or other physical efforts that are normally required.
In addition, visual acuity, hearing and speaking requirements would be considered. Consider this section carefully; any physical requirements must be able to be tied back to the major job activities.

MINIMUM QUALIFICATIONS :
Education / Certifications : One-year related experience may be substituted for one year of education if degree is required.
Associates or bachelor’s college degree or equivalent experience preferred.
Must be able to obtain Common Access Card (CAC).
Must possess a driver’s license from the US or obtain a Military and / or Qatar Driver’s License
Ten (10) years total experience with at least five (5) years in a similar role.
Requires five (5) years of experience evaluating operations and business functions and recommending improvements, modification and changes.
Prefer experience in direct customer service communications or office or business automation.
Experience with the Army’s Operation preferred
Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Knowledgeable of how to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
Must be able to read, write and speak the English language with proficiency.
Must be capable of typing a minimum of 40 words per minute with a high degree of accuracy.
Must know or capable to gain an understanding of the Operations section and an understanding of the mission of the Public Works Directorate.
Requires a collaborative work style, fostering cooperation, and teamwork.
Must exercise discretion and good sound judgment.
Must have high level of proficiency in the use of MS Office and / or other related applications.
SUPERVISORY / BUDGET RESPONSIBILITIES :
Will have direct oversight of Operations personnel.
Travel : Yes, 5 % of the Time
