JOB SUMMARY

The Manager - Emergency and Disaster Preparedness works under the direction of the Chief of Corporate Services and oversees the organization’s Emergency Management Program, Emergency preparedness activities in the organization, including but not limited to the collaboration with the community’s emergency preparedness efforts.

S / he supports the organization continue providing essential services during and after emergencies in line with the standards of healthcare.

The incumbent plans and directs disaster response or crisis management activities, provides disaster preparedness training, and prepares emergency plans and procedures for organizational emergency events.

The incumbent should excel in strategic thinking; building consensus; understanding, organizing and work under changing and evolving circumstances.

An extensive Healthcare Professional experience is preferred.

KEY ROLE ACCOUNTABILITIES

  • Responsible for maintaining the organization emergency preparedness program.
  • Responsible for development and implementation of annual emergency preparedness program objectives and plan.
  • Responsible for development and ongoing review of the organization emergency response plans.
  • Supports in the development and implements strategies for emergency preparedness, organizational and departmental policies and procedures, reviews and updates when there are changes in practices, accreditation standard change requirements, innovative practice changes or research updates.
  • Takes leadership on all emergency preparedness and readiness for emergency response.
  • Coordinates disaster response or crisis management activities, such as evacuations and implementing special needs plans and programs.
  • Prepares plans that outline operating procedures to be used in response to disasters or emergencies and in recovery from these events and evaluate their effectiveness.
  • Develops and maintains liaisons with regulatory agencies and similar entities to facilitate plan development, response effort coordination, and exchanges of personnel and equipment.
  • Coordinates operational activities with external stakeholders.
  • Designs and administers emergency or disaster preparedness training courses that teach staff how to effectively respond to major emergencies and disasters.
  • Keeps informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation.
  • Collaborates with other officials to prepare and analyze damage assessments following disasters or emergencies.
  • Prepares emergency situation status reports that describe response and recovery efforts, needs, and preliminary damage assessments.
  • Maintains and updates all resource materials associated with emergency preparedness plans, maintain operational records and prepare reports related to compliance matters.
  • Proposes alteration of emergency response procedures based on regulatory changes, technological changes, or knowledge gained from outcomes of previous emergency situations.
  • Recommends organizational process or policy changes.
  • Inspects condition or functioning of facilities and equipment, such as emergency management centers and communications equipment, to determine their operational and functional capabilities in emergency situations.
  • Reviews emergency plans of individual departments to ensure their adequacy.
  • Keeps informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of major incident plan implementation.
  • Coordinates disaster response or crisis management activities, such as activation of Hospital Incident Command Team, Major Incident Command Center and support activities ordering evacuations, and implementing plans and programs to sustain the organization operations during emergency events.
  • Develops and performs tests and evaluations of emergency management plans in accordance with national and international regulations and standards of care compliant with JCI standards.
  • Studies emergency plans used elsewhere to gather information for plan development.
  • Develops and implements training procedures and strategies for CBRN protection, detection, and decontamination, according with the scope of services and organizational capabilities.

  • QUALIFICATIONS, EXPERIENCE AND SKILLS SELECTION CRITERIA :

    Education : ESSENTIAL :

    ESSENTIAL :

    Bachelor’s Degree in Emergency Management or related field.

    PREFERRED :

    Master’s Degree in Emergency Management or related field.

    Experience :

    5+ years of experience in a large, complex healthcare organizational or integrated system.

    Professional Membership :

    Regulatory Agencies.

  • Knowledge of best practices in community relations and community and population health.
  • Demonstrated ability to develop and manage legislative communication and strategies in sensitive situations
