JOB PURPOSE :
To maximize the value of human capital in the business by leading, directing and implementing Human Resources strategies and plans to attract, retain, motivate and develop competent and engaged people. ACCOUNTABILITIES
Strategy Formulation and Implementation :
Is responsible for the formulation and implementation of the HR strategy and plans as appropriate to Department needs and objectives.
Ensure HR Strategy is aligned with the Qatar National Vision and ORYX GTL Corporate Vision and Strategy.
Advise Top Management on market status, people strategies, surveys feedback and make recommendations.
Compensation and Benefits :
Support the Management in the development of compensation and benefits strategies, pay systems, reward management procedures in light of the overall policy of ORYX GTL and market dynamics.
Ensure that compensation and benefits systems and procedures are administered effectively in order to motivate, attract, and retain the best talent for the company.
Spearhead compensation and benefits studies on behalf of ORYX GTL periodically to analyse and report on market rates and trends.
Monitor workforce budget and direct market researches for providing ORYX GTL with optimal reward schemes so as to ensure all employees are being fairly remunerated as per their performance, grade and accountabilities.
Keep informed of new trends and developments in alternative methods of compensation, recommend employee benefit programs and services in line with industry practices.
Oversee a transparent and optimal job evaluation process and ensure that all positions are evaluated consistently within ORYX GTL.
Oversee the management of the HR database and systems by leading the development, maintenance and constant update of the Human Resource Information System (HRIS) to ensure alignment with the HR strategy, operational requirements and support Department business processes.
Performance Management :
Oversee the administration of performance management system in order to ensure that all related processes and procedures are completed within defined timescales.
Support multiple annual HR programs (performance management, bonus, year-end compensation processes), as well as reward and recognition programs in line with industry and regional demand.
Workforce Planning and Recruitment :
Promote the achievement of the company’s Qatarisation and Talent Management objectives through excellent recruitment and retention strategies.
Oversee the development and maintenance of a comprehensive manpower planning model in order to forecast future headcount needs for each year of planning period in coordination with various Departments and in line with the organization’s requirements and directions.
Monitor, evaluate and revise the manpower plan throughout the year in order to ensure it remains accurate, up-to-date and supports the day to day operations.
Revise the various analyses of manpower (gender, Qatarisation, experience, etc.) in order to ensure that needs are met according to requirements.
Oversee the strategic talent planning process in coordination with the L&D function in order to adequately plan short and long term talent needs.
Ensure Qatarisation requirements are taken into consideration in the entire strategic manpower planning process so that ORYX GTL fulfils its obligations in terms of workforce nationalization.
Oversee the development and implementation of the change initiatives, including organizational design and re-structuring, workforce optimization, culture development, surveys and strategies to ensure the right number of resources and required skills are available to meet the business needs.
Ensure the recruitment plans are developed and implemented in order to recruit the best qualified and eligible candidate for the positions which meet job requirements and business needs.
Ensure a proficient process to identify and establish contracts with specialized recruitment agents, to meet the manpower demand within the organization.
Organization Structure and Organizational Effectiveness :
Define an optimum organisation structure for the HR Function and direct the development of Department structures so that resources can be optimally utilised and communication can take place in an efficient manner.
Ensure the development of the organization structure of different Departments in conjunction with Chief Officers at ORYX GTL.
Measure organizational effectiveness through metrics and analytics in order to identify areas for improvement and ensure appropriate actions are taken for enhancement.
Employee and Stakeholder Engagement :
Monitor employee engagement level and the implementation of adequate solutions to enhance it in coordination with other functions within ORYX GTL.
Ensure stakeholder engagement and seek regular feedback to ensure the effectiveness of implementation solutions.
Employee Relations :
Is responsible for creating a healthy working environment that foster good employee relations and ensure an upward performance curve.
Ensure all questions and clarifications related to HR policies and procedures from employees are fully addressed and answered.
Direct the resolution of specific policy and procedures-related problems and inquiries to ensure consistent implementation across ORYX GTL.
Ensure HR processes foster a healthy working environment and good employee relations and employees are treated with respect and dignity.
Promote a culture of employee engagement that meets approved benchmark indicators.
HR Services :
Ensure adequate support is provided to employees in terms of visa requirements for self and family.
Oversee all activities to ensure ORYX GTL is fully compliant with Qatari laws and regulations and other governing legislations at all times.
Build relationship with external governmental agencies (e.g. Labour Department and others) in order to ensure that all related activities are completed within the desired time and requirements.
Ensure HR services are efficient, effective and HR data integrity is maintained.
Provide a strategy and systems for managing staff attendance.
Is responsible for a service-delivery and customer-focused approach which contributes to business value for ORYX GTL.
Talent Management Strategy :
Oversee the development of, and deliver an ORYX GTL talent management strategy to meet future corporate needs and ensure business continuity.
Evaluate talent management leading practices and along with the talent management team, assess whether those leading practices can be implemented to design ORYX GTL talent management framework.
Establish and communicate channels with respect to the ORYX GTL Talent Management Framework.
Ensure the effective development and execution of an integrated approach to learning, development and Talent Management.
Ensure synergy between and L&D and other HR functions (e.g. Recruitment, Performance Management).
Oversee the design, development and delivery and alignment of ORYX GTL leadership pipeline in accordance with corporate objectives.
Ensure that the establishment of a coaching and mentoring culture at ORYX GTL is being executed as per the established plans, monitor deviations and take mitigation actions
Evaluate regularly the effective performance of service providers to make sure that ORYX GTL is receiving the required quality of support at all times.
Ensure the alignment of Succession Management initiatives and programs to other L&D programs and the overall corporate strategy, vision and values.
Provide support and resources to Talent Management at the Bi-Annual Talent Reviews.
Participate in the Talent Management Committee in order to keep the executive management team aware and engaged in the progress related to the various initiatives and programs.
Operational Capability and Competence :
Ensure operational learning best practice is adopted within ORYX GTL workplace and plant learning environment in order to ensure operational continuity.
Ensure ORYX GTL operational learning approach is flexible enough to respond to new initiatives and changes in business practices, goals and objectives.
Oversee the establishment of an operational competence-based framework.
Oversee the establishment of the TAFE disciplines and allocation numbers on a five year rolling plan in order to ensure that the business has clarity around the operational development initiatives undertaken.
Ensure collaboration with Line staff and HR Recruitment to ensure the requested number and calibre of trainees are attracted, interviewed, selected and recruited as developees’.
Support the operational learning environment to encourage the systematic application of learning in a safe, respectful and continuous improvement culture.
Ensure the vision and values are inherent within the operational learning model.
Qatari Development :
Oversee the annually review of organisational Department Qatarisation five year rolling plans and validate the designed and implemented strategy to reach established targets.
Liaise with Departments and HR for all Qatari developee recruitment and selection in order to ensure that the recruitment process is conducted effectively and efficiently.
Quality assure the Qatari Development PCP procedure in order to ensure that the established personal plans are aligned to Qatarisation and L&D objectives and ensures that the design and development of PCPs and PRs meet the standard, policy and procedures.
Ensure effective liaison and coordination for Qatarisation events with key stakeholders (e.g. : expatriate retention and HR-STR) in order to yield a higher output and better results related to Qatarisation.
Oversee the management of the scholarship, internship and summer training activities in order to ensure that ORYX GTL interns are actively engaged in the learning process and that their wellbeing is being closely followed up by the company.
Ensure effective Liaison with contact personnel, Universities (QU, TAMQ, QP, CNA-Q and QITS) in order to build relationship that would help ORYX GTL achieve its L&D targets.
Acts as ORYX GTL ambassador to all educational and vocational colleges.
Corporate Learning :
Ensure all service providers are managed effectively with respect to design, development and delivery of programmes.
Support and resource the in-house solution to service English language.
Ensure the effective performance and evaluation of all service providers and training programmes through quarterly reviews with Department Heads.
Management Reporting :
Provide accurate and timely reports to superiors on key accountability areas highlighting problems or opportunities where applicable to keep them abreast with regard to functional performance.
Keep Management informed about HR developments, statistics, trends and practices within ORYX GTL and the wider community.
People and Department Leadership :
Is responsible for the achievement of Department’s objectives through people leadership which includes setting individual objectives, managing performance, developing and motivating Employees, provision of formal and informal feedback and appraisal in order to maximize subordinates and Department’s performance.
Ensure all employees’ practices and behaviours are aligned with ORYX GTL vision, values, standards and procedures.
Develop Qatarisation plans to help qualified Qatari Nationals to occupy potential vacancies so as to adhere to stipulated Qatarisation targets.
Encourage Employees to demonstrate key behaviours in order to achieve the set objectives of the Department.
Budget and Cost Control :
Oversee the preparation and implementation of the Company’s workforce budget.
Oversee the consolidation and recommend HR Department budget and monitor financial performance versus the budget so that the business is aware of anticipated costs.
Identify areas of unsatisfactory performance, improvement opportunities and capitalise upon.
Control the approved organization design, workforce planning and manpower budgeting processes.
Safety, Quality and Environment :
Comply with all relevant safety, quality and environmental management procedures and controls across the HR function to guarantee employee safety, legislative compliance, delivery of high quality products / services and a responsible environmental attitude.
Policies and Procedures :
Is responsible for the development and the implementation of operational policies, standards, procedures and controls covering all areas of HR activities so that all relevant procedural / legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.
Establish, maintain and ensure adherence to effective HR Policies, Standards and Procedures.
Continuous Improvement :
Contribute to the identification of opportunities for continuous improvement of systems, processes and practices taking into account international best practice’, improvement of business processes, cost reduction and productivity improvement.
Initiate and manage short-term projects in support of continuous improvement and business excellence within HR.
