Stantec is looking to hire a Procurement Engineer & Change Consultant to provide expert guidance to our client, The Public Works Authority of Qatar (Ashghal).
The successful candidate will support with implementing and managing innovative strategies for enhancing the client’s supply chain and procurement to ensure value for money, increasing flexibility and improving performance
Key responsibilities include :
Develop, implement and manage spend data collection tools and repositories and management reporting
Periodically analyse spend data and develop management dashboards and reports to support decision-making and induce effective demand management
Develop and implement tools and processes to manage supplier performance
Investigate and maintain supply market intelligence
Provide support in the development of scope of works and gain approval of procurement strategy and manage approval processes
Develop tender documentation, pricing estimates and weighted rankings for work packages
Present business case to Client’s Grand Tender Committee
Identify potential suppliers and prepare tender advertisements and set up pre-bid conferences
Develop a scoring mechanism which can be used to manage tender queries and technical capabilities
Review tender responses and develop weighted rankings and evaluation report
Develop final supplier recommendations to Client decision-makers
Increase visibility of procurement spend to inform senior management decision making and asset planning
Prepare Work Order Packages and select contractor to perform work and communicate award of Work Orders to Contractors
Gather Contractor performance data and manage KPI reporting
Collaborate with engineers, legal and finance departments in all aspects of Contract and Contract Management
Work with key stakeholders to embed knowledge of Client procurement processes and systems
Implement the optimal procurement operating model to suit the needs of client
Ensure compliance with all processes and procedures relating to EDAMs, EAMs and other client systems and processes and identify and discontinue duplicate activities
Interface with Client stakeholders to secure on-time delivery of supply chain & procurement requirements
Manage and foster partnering relations with key suppliers to encourage value-add, innovation and continuous improvement
Maintain awareness of client requirements in service area and delivery quality internal customer service
Maximise the use of technology and management information to realise enhanced value
Research and keep up to date with current and future procurement and contract management requirements
Share relevant knowledge and experience, understand and communicate to others the various aims, concepts, principles and practice applied to deliver / meet client's future procurement and contract management needs
Adhere to Health and Safety Policy within the workplace and comply with any new work instructions

Qualifications : Qualifications
Qualifications
Degree in an engineering discipline (civil, mechanical, electrical)
Preferred but not mandatory : Holder of an accredited recognised relevant qualification (e.g. CIPP, CIPS)
Knowledge & Experience
Evidence of ability to support strategic change
Competent to advanced level in Microsoft Office Packages (Advanced Excel and Powerpoint essential)
Consulting background (Management Consulting preferred)
5 15 years working experience. Preferred 5 years commercial procurement and contract management experience
Preferred working knowledge of different contract forms (FIDIC, NEC etc)
Experience of working in a multidisciplinary organisation
Ability to communicate verbally and in writing in English (and Arabic preferred)
