Key Accountabilities :

  • Develop, manage and monitor the contracting process of the Procurement Department. Plan and direct the activities of the Contracts Management Section.
  • Manage day-to-day activities of the contracts department
  • Assign requisitions to team members
  • Oversee successful completion of PR-to-PO process
  • Provide sound advice, expert judgement and direction to the member of the department
  • Review and Approve department’s submissions to Tender Committee
  • Review and Approve agreements and their amendments, with focus on delivery in terms of time and budget
  • Process high-importance requisitions, including the creation of the different types of agreements, obtaining the various approvals and administering closeout procedure
  • Signoff on all transmittals issued from the department
  • Ensure proper and comprehensive databases are maintained
  • Develop smart objectives and improve departmental processes, including tracking and reporting
  • Align departmental activities with institutional processes and procedures, while supporting the end-user’s contractual requirements
  • Grow, improve and maintain strong relations with the various internal and external stakeholders
  • Produce and update job responsibilities of the members of the department
  • Locate and request relevant training opportunities for the continued development of the members of the department
  • Prepare yearly budget for the department and secure director approval
  • Perform annual evaluations / assessments on the performance of the members of the department
  • Support the Director in meeting and realizing the department’s objectives
  • Member of the Task Force Committee
  • Qualifications / Requirements :

  • Bachelor's Degree in Business or an Engineering discipline is a must; Master’s degree in Business is preferred.
  • Certificate / training in management is preferred
  • Certificate / training in a contract-related function is a must
  • 15 years’ total experience; 10 of which in contracts
  • Minimum of 8 years’ GCC experience
  • Management Experience is preferred
  • Excellent communication, negotiation and interpersonal skills
  • Ability to manage teams and performing under pressure and with tight schedules
  • Expert knowledge in contractual documents and Qatar Civil Law
  • Strong understanding of contracts, contract lifecycle, contractual language
  • Exceptional attention to detail and aptitude for accuracy and precision
  • High critical thinking skills with sound understanding of legal, business and financial implications
  • Strong command of Microsoft Office Suite and ERP systems
