Job Title : Senior Contract Engineer

Location : Doha, Qatar

Duration : 2 years - 30th Sept 2023


To act on behalf of CLIENT C&P Division for the E&C Department.

o Produce contractual documents according to COMPANY's procedures and ethics.

o Provide quality, cost-effective and time efficient contracts service to E&C projects.

o Support E&C projects in all activities regarding the preparation and management of contracting process (LLI, EPCIC contract, call for tender, clarification phase, evaluation and negotiation phase and recommendation), and the contractual and commercial administration of EPCIC contract.

o Coordination of the LLI services in interface with CLIENT C&P Division.

o In charge of all the contractual communications with EPCIC CONTRACTOR to ensure CONTRACT and claim management.

o Responsible for supervising an controlling the EPCIC CONTRACT preparation, analysis, negotiation, and monitoring of contracts that involve the acquisition of goods and / or services.

o Administer E&C contracts in relation with EPCIC CONTRACTOR and his subcontractors with regard to the execution of the Scope of Work.

o Perform any other contractual activities related to other subcontractors and / or vendors involved in the Project.

o Interact with the various Project and E&C Department team members in order to be familiar with the Project development and thus be able to provide all the necessary contractual advice and strategies to protect COMPANY's interests.

o Observe and impose strict confidentiality with regard to the Contractual and Commercial documentation managed.

o Accountable for demonstrating an exemplary behaviour with regards to HSE rules & requirements and for implementing HSE requirements in the contracts he is in charge of.

He is also accountable for demonstrating an exemplary behaviour with regards to the Company Ethics and "Code of Conduct" policy.

o Responsible for drawing up and implementing Novation Agreement as required.

Managed positions :

Manage Contracts with budget up to 500M USD.

LLI interfaces :

o Follow up of the LLI call for tender till recommendation to award and ensure appropriate actions in time by All Parties.

o Coordinate technical review and bid evaluation for LLI dossiers.

o Main interface in between EPCIC CONTRACTOR and client C&P Division for LLI services

o Coordinate activities related to LLI technical and commercial dossiers preparation.


o Prepare and manage, as necessary, the whole contracting process in compliance with CLIENT procedures and with due respect to approved schedule and milestones under the supervision on CLIENT C&P Division. This includes :

o Assisting in the validation of the contract strategy through :

  • Arranging and attending CLIENT's Contract committee and CLIENT's shareholder Contract committee
  • Pre-qualifying bidders
  • Defining target prices
  • Defining criteria for evaluation
  • Contract Risk Management
  • o Preparation of tendering dossiers (Technical Exhibits, General and Particular specifications), the launching of CFTs, the management of the clarification / negotiation phases, the evaluation of technical, contractual and commercial proposals and the issue of final Recommendations to Award.

    o Preparation and follow-up of the associated commitment process, including CLIENT's Contract committee and CLIENT's shareholder Contract committee.

    o Prepare / coordinate the final set of contractual / commercial / technical and HSE documentation for these CONTRACTS.


    o Contractually and commercially manage the awarded Contract(s), and liaise actively with relevant technical specialists for the technical management of Contractor(s) and C&P Division for contractual and commercial matters.

    o Analyse the contractual correspondence / documentation received from CONTRACTOR and prepare the necessary answers.

    o Ensure timely submission and adjustment by CONTRACTOR of guarantees and certificates as per the CONTRACT.

    o Prepare the certificates to be issued by EPCIC CONTRACTOR, as per the CONTRACT, for signature by the parties involved.

    o Participate in meetings and Change Order meetings with CONTRACTOR and prepare / review the corresponding MOMs.

    o Draft contractual and commercial letters and minutes of meetings held with CONTRACTOR(s).

    o Verify the EPCIC CONTRACTOR's progress in coordination with the Planning Engineer and Budget and Cost Controller.

    o Monitor all Cost remuneration to EPCIC CONTRACTOR and participate in the compilation of Milestone Payment Certificates and Contractor Invoices and ensure payment is in accordance with the claimed progress.

    o Participate in meetings with EPCIC CONTRACTOR and, in general, to all necessary meetings as requested and as defined in Contracts.

    o Preparation of claims against the CONTRACTOR if required.

    o Participate in the negotiation and settlement of disputes together with legal, insurance and finance specialists.

    o Perform the close-out of CONTRACT(s) with respect to CLIENT procedures.

    o Participate in reducing contractual risks and highlighting potential risks occurring during the execution of the CONTRACT.

    o Ensure that clear and accurate records of contractual matters are maintained and monitor key dates, against dates defined in the CONTRACT.

    o Monitor Project Budget and subsequent revisions (as requested) according to actual expenditure versus planned budget, potential changes.

    o As a general manner, to manage all contractual and commercial activities related to CONTRACT(s) he is in charge of, up to close-out, and with respect to procedural obligations and in strict compliance of delegation of authorities and associated Contract and Procurement procedures.

    o Prepare timely report to management as required and highlighting progress and encountered areas of concern.

    Subcontracts :

    o Ensure that CONTRACTOR performs all purchasing and subcontracting activities in accordance with CONTRACT requirements

    Change Orders :

    o Manage the process associated with contractual and commercial changes (changes orders) according to Change Order Procedure and Delegation of Authorities in force, coordinate requests for technical changes and follow-up related approval process.

    o Analyse in conjunction with the project team, the Change Order Requests (CORs) received from EPCIC CONTRACTOR and prepare recommendations.

    o Prepare and issue the CORs initiated by COMPANY and then the necessary Change Orders (COs) for formal signature.

    o Obtain approval from CLIENT C&P and Legal Divisions when modifications need to be made to the CONTRACT.

    o Follow-up the CO circulation and review the CO register maintained by EPCIC CONTRACTOR

    o Participate in Change Orders meetings with CONTRACTOR(s).

    o Ensure confidentiality of all the contractual and commercial documentation produced (whatever its support).

    Reporting to and Coordination with Project Management :

    o Coordinate with the E&C project teams and Cost Controllers as required

    o Liaise with CLIENT organizations (including C&P, Legal, Insurance & Tax Depts).

    o Be CONTRACT focal point to coordinate actions with C&P and legal teams

    o Serve as a liaison between internal and external parties during contract development and negotiation stages

    o Work with different levels of personnel within an organization to analyze and solidify an overall contract strategy.


    o Operational interfaces with others entities of CLIENT in a large brownfield offshore environment.

    o Position located in Doha (Qatar) office with possible mission to project premises (onshore / offshore / in the country / outside the country).

    o Standard office hours, 5 days a week


    o Engineering background / degree with a minimum of 20 years' EPC Contract experience, 15 years of which in O&G installations related to engineering and construction contracts and administration.

    Minimum of 15 years as senior contract engineer

    o Good knowledge of the industrial context, contract practice and Oil & Gas operations in general.

    o Knowledge of GEP Smart and SAP IT software.

    o Good sense of contact management and communication.

    o Fluent in English.
