  • Develops, executions andmanagements of all relevant Division of Microbiology, Virology andMolecular Infectious Diseases operational and clinicalprograms.
  • Responsibility for ensuring that ahigh standard of service is continually provided
  • Responsibility for implementing a comprehensiveoperational and clinical safety program in thedepartment.
  • Responsibility for implementing aPathology quality auditor program and institutes clinical andscientific audits as required.
  • Formulatespolicies and procedures related the operations of thedivision.
  • Managing theServices

  • Provides professional and scientific management for theservices within the portfolio. Works towards standardization andintegration, ensuring that staff are aware of changes anddevelopments
  • Ensures that all incidents arereported and investigated, trends noted, and preventativestrategies implemented. Deals with complaints in a sensitive andhelpful manner
  • Works with the LaboratoryDirector and Clinical Leads to develop robust systems for riskassessment for all activities within the department.
  • Is responsiblefor ensuring that the system is implemented and monitors success.Identifies resource requirements and informs the LaboratoryDirector

  • Ensures those areas under directmanagement comply with hospital Health and Safety Policies, andworks with Departmental Leads to cascade changes affecting thelaboratory Health and Safety strategy.
  • Responsible for monitoringHealth and Safety performance

  • Ensures alongwith Clinical Leads and the Laboratory Director that the strategicdirection of the department is in parallel with that of thehospital
  • Ensures the provision of stafftraining and development which addresses the needs of all staffwithin the budget
  • Leads the development andmodernization of services in consultation with the LaboratoryDirector and Clinical Service Leads.
  • Redesigns or amends serviceprovision to ensure capacity to support delivery of hospitaltargets

  • Works with the Clinical Leads and theLaboratory Director to prepare and submit business plans, servicedevelopments and business cases for the department.
  • Ensuressuccessful implementation of agreed schemes according to theirplan, budget and time scale.

  • Responsible forestablishing challenging performance targets, with the ClinicalLeads and the Laboratory Director. Implements a system toperformance manage those targets, and take appropriate action tocorrect any adverse deviation
  • Responsible fordeveloping a culture where audit and research are valuedactivities. Ensures that all audits are documented and anyconclusions presented as appropriate.
  • Ensures appropriate remedialaction is implemented a required to close the audit loop andescalate as necessary on the hospital risk register, whereimprovements cannot be made within available resources

  • Works with the Quality Manager to develop systems todeliver quality services to satisfy CAP-ISO15189 and JCI standards.
  • Works for continual improvement in all quality matters

  • Uses scientific and professional knowledge, as anindependent expert practitioner, to inform debate within thehospital on planned changes to service provision
  • Responsible for ensuring the continued provision of a24 / 7 / 365 service where appropriate, ensuring that shift rotes areadequately staffed and prepared with sufficient notice forparticipants to maintain a work / life balance
  • Responsible for the co-ordination of any research anddevelopment undertaken in discussion with clinicians and scientistswithin the department.
  • Responsible for ensuring that all necessaryconsents and funding are in place before this commences

  • Responsible for bio-security within the service
  • ManagingPeople

  • Responsible for initiating the recruitment and retentionof staff of a sufficient educational level
  • Responsible for ensuring comprehensive integratedworkforce planning and appropriate staffing and skill mix levels todeliver the corporate and departmental service plans
  • Be appraised annually by the Laboratory Director, andcascade appraise to other staff to ensure 100% appraisal isachieved within the department each year
  • Ensures staff attend mandatory training and updates toachieve 100% compliance annually
  • Ensures fullcompliance with HR policies on sickness and absencemonitoring
  • Responsible for ensuring consistentstandards in recruitment and selection issues of discipline orperformance management, grievance, equal opportunities and healthand safety at work in compliance with the hospitalpolicies
  • Works with the Laboratory Directorand Lead Clinicians to deliver two-way communication to all staff,so they are aware of changes happening in the wider organizationand within Clinical laboratories.
  • This must be delivered in atimely manner in order to have the opportunity to have informeddiscussion

  • Works with the Laboratory Directorto prepare and deliver a strategy for the introduction of change,whenever that may occur, communicating information in a sensitiveand professional manner.
  • Responsible for delivering that change tothe agreed timescale

  • Encourages andfacilitates a staff development program so that staff develop theirpersonal and professional skills for progression through the careerframework
  • ManagingResources

  • Reviews test repertoire to ensure value for money andsources cost effective providers for high cost / low volumeinvestigations
  • Sets out, and is responsiblefor delivering a strategy on any cost savings requested, and tomonitor and report outcomes to the Laboratory Director
  • Attends the Clinical laboratories meetings to representthe specialties managed
  • Works with theLaboratory Director and Finance manager to develop and implementprocurement strategies that fulfill clinical service needs, deliverstandardization and increased quality / value for money
  • Responsible for managing major supplier contractsrelevant to the specialties
  • Ensures that theHospital’s Standing Financial Instructions are appliedappropriately
  • Explores opportunities allowingincome generation
  • Information Management

  • Works with the IT applicationspecialists to satisfy the day-to-day information needs of the siteand specialties
  • Responsible for ensuring thatall staff members within the specialties are fully informed on ITissues, and their training needs addressed
  • Uses the department IT systems as appropriate to gather,analyze and present statistics and data for management, clinical orfinancial purposes.
  • Uses that data to populate documents anddatabases to present information to Laboratory Director Meetings,evaluate methods, monitor workloads etc.

  • Performs analytical and clinical audits as necessary tosupport the hospital audit program, and CAP-ISO15189 and JCIaccreditation
  • Clinical / Technical

  • Responsible for, oversees and participates in thevalidation of results as appropriate
  • Maintainsregistration with the local authorities (and from country oforigin) as a Biomedical Scientist / Technologist and retains thenecessary laboratory skills to perform as a scientist / technologist.
  • This requires work within the laboratory setting as a BiomedicalScientist / Technologist on a regular basis (at least one daymonthly)

  • Provides specialist technicalknowledge within the managed area, and is an expert reference pointfor subordinate staff as well as other users of theservice
  • Develops and retains sufficientknowledge in the disciplines of Microbiology and Virology, tooperate at the highest level
  • Responsible forthe development of common working practices within the disciplinesand standardization of methods and SOPs whereappropriate
  • Occasionally works out of hours asrequired in times of low staff numbers or sickness to ensureservice continuity
  • Interprets highly complexclinical information to ensure the appropriate tests are carriedout, consulting as required with professional colleagues at alllevels.
  • This will require expert knowledge of the availablespecialist tests, and will be exercised on a daily basis

  • Responsible, in conjunction with the DepartmentalClinical Leads, for investigating and taking action to resolve theproblems with analytical methods and equipment and report these tothe Clinical Lead, Quality Manager, and where appropriate to thehospital Risk Co-coordinator, and commercial suppliers
  • Discusses and plans amendments and enhancements to theservice, including the use of POC testing, at LaboratoryDirector’s meetings as appropriate.
  • Attends initiates andorganizes meetings to this end as appropriate. Report incidents orproblems to the Clinical Leads, Quality Manager, LaboratoryDirector, and agencies outside pathology in accordance withhospital guidelines.

    Responsible for the implementation anddelivery of agreed plans

  • Communication

  • Communicates with colleagues withinthe department on a range of extremely complex subjects. These willoften be emotive and difficult issues of a highly sensitive naturesuch as performance management, organizational changeetc.
  • Co-operates and consults with, Medical,Scientific and Clerical staff throughout Clinical laboratories toensure open lines of communication resolve problems and helpdetermine strategies for the development of the service.
  • Organizesand participates in meetings to this end as appropriate

  • Presents and receives highly complex technical,scientific and clinical information to / from all grades of staffwithin the department.
  • Liaises with other hospital staff to presentthis information as required on a daily basis, and involves verbal,written and PowerPoint presentations, etc.

  • Possesses and further develops thenecessary IT skills to present highly complex scientificinformation in a format that can be understood by non-scientistcolleagues.

  • Plans and organizes a range of highlycomplex activities and projects in the department, which mayrequire prolonged periods of time to complete and may requireregular reviews of progress and re-adjustment of plans.

    Pan Clinical laboratories Duties

  • Responsible for a number ofpan clinical laboratory duties that need to be delivered andmanaged on a daily basis including :
  • Linemanages Admin / Clerical and Consultant Secretarial staff across thedepartment
  • Will be a member of the DutyClinical Laboratory Manager Rota
  • Other Duties

  • Deputizes for other LaboratoryManagers / Director to cover leave and other absences
  • Contributes to the development of Quality Managementsystems and procedures, and the wider Clinical Governance withinthe Department of Clinical laboratories
  • Undertakes any other duties consistent with the grade, asindicated by the Laboratory Director
  • Represents Clinical laboratories and the discipline atnational and regional meetings as agreed with the Lead Cliniciansand the Laboratory Director

  • Safeguards the confidentiality, integrity andavailability of data, whether in computerized or manual systems orstorage.

  • Ensures that clinical and non-clinical incidents arereported, recorded and analyzed to improve the safety and qualityof the service.

  • Adheres to and promotes compliancewith the hospital’s infection control policy andassociated codes of practice and takes appropriate action wherenon-compliance is evident
