The job holder manages, under the responsibility of Topsides HSE Superintendent, all fabrication activities related to the NWHP01 Topsides EPCIC2 Contract at DOPET Fabrication Yard, DOHA, and shall demonstrate an exemplary behavior with regard to HSE rules & requirements and for implementing HSE rules within his area of responsibility.
The job holder is accountable for the following activities during Topsides EPCIC2 local subcontractor work execution :
Ensures HSE rules implementation for the fabrication activities, he fully understands, develops and promotes HSE policy ( Incident Free, 10 Golden rules, etc.
culture and objectives for the project.
Ensures HSE supervision of the daily fabrication activities on the yard.
Special HSE focus on activities like lifting and rigging, welding and grinding, chemical cleaning, pressure tests, blasting and painting, NDT and scaffolding activities.
The Batch 1 Topsides EPCIC2 HSE supervisor is responsible for HSE on the local Subcontractor fabrication yard. He will be based in DOPET, DOHA premises onshore during the EPC phase.
Al Shaheen field development will involve several new projects that would be executed in parallel over the period of 5 years with CAPEX investment of around 3.
5 Billion USD. The Gallaf Project consists of :
Batch 1 EPCI1 : Three 24 slots WHP Jackets (FC, DC, EG), bridge linked to existing facilities and with permanent drilling decks.
Budget is around 100 MUSD. Water depth are 60 to 70m, Jacket weight is approx. 2000MT.
Batch1 EPCIC2 : Three production topsides and bridges for WHP (FC, DC, EG) to process and send production to existing facilities.
Topside weight is approx. 2500 MT, Bridge 100m / 800MT.
Batch2 EPCIC3 / 4 : 2 WHP (EH, CE) jacket + topsides bridge linked to existing facilities in order to process and send production to existing facilities.
EPCIC3 will be for EPCC of facilities, EPCIC4 for all T&I and subsea works where applicable.
Gallaf Project is mainly a Greenfield Project with installation of 7 new WHP but there will be a major Brownfield challenge for integration of these new WHP into existing facilities in term of interfaces with other NOC entities and SIMOPS works.
Batch 1 jacket package phase is planned to be executed between Q3 2018 and Q4 2019 and Batch 1 Topsides package between end 2018 and Q3 2020.
Batch 2 is planned to be executed between 2019 and 2021.
HSE Supervision of the fabrication activities : ensure that the work is carried out in compliance with Client values and policies, relevant laws and regulations, agreed Client priorities and objectives, Client standards and procedures and good industry practices.
Perform and establish good communication between Company, Contractor and DOPET
Motivate Contractor, Sub Contractor and Company personnel in order to achieve HSE targets
Being visible in the field and walking the talk with HSE as a priority.
Perform, on a regular basis, Health & Safety inspections in compliance with CPY HSE policy and expectations
Ensure deployment of the HSE tools and templates developed in Major Projects
Ensure / confirm follow up and closure of the Site inspection findings identified the 3 and 4th of May 2019
Ensure that all works are performed without any risk for surrounding areas.
Able to prepare and perform presentation & Inductions
Run for the benefit of the Sub Contractor Personnel the Incident Free training
HSE administration skills, Training / participating in Incident investigation
Promote of the Project HSE policies including of safety observations,
Ensure an Action Tracking Register is open by Sub Contractor and properly populated with findings from audits, lessons learned, events corrective actions or safety observations, and closed appropriately
Promote and participate to HSE communications and workshops as part of safety culture program implementation
Ensure that all site personnel are wearing appropriate PPE
Control and participate in Workforce Toolbox meetings
Check and monitoring of environmental conditions, waste and chemicals management are correctly implemented and maintained at a satisfactory level during the whole fabrication phase
Participate and observe to Emergency drills organized by Sub Contractor
Participate to regular yard coordination meetings to report HSE activities for all disciplines
Participate and report on hygiene and safety tours
Maintain good relationships with Sub Contractor, being flexible enough but also strict when necessary to achieve the HSE objectives of the Project,
To carry out any other duty or task that may be assigned by hierarchical superiors.
Ensure that all activities related to working on heights are performed in a controlled and safe manner
Ensure that a safe working environment is provided to workers by Sub Contractor where all equipment is inspected, controlled and / or tagged and fit for the activities.
Ensure that pressure tests are properly performed, covered by appropriate PTW and JHA, safe perimeter properly defined and operators aware of the risks.
Familiar with the Permit to Work process and controls (audits) to ensure that activities are permanently under control and managed accordingly.
CONTEXT AND ENVIRONMENT
Major Projects involve the development of new offshore platforms bridge linked to the existing facilities, installation of subsea pipelines and debottlenecking of the produced water treatment, all these activities could be executed across several international sites.
Scope shall take place at Topsides Contractor’s Sub Contractor premises,
