Responsible for facilitating the delivery of the O&M contract, adherence to budget and achievement of HSE goals. Key point of contact with employees, client, suppliers, subcontractors, and key HSE representative of Suez.
Role and responsibilitiesThe Health, Safety & Environment Manager O&M is a subject-matter expert who will manage, upgrade and improve HSE activity, outcomes and culture within the operation of regional water and wastewater services.
The scope of the contract includes nine sewage treatment plants, 45 sewage pumping stations, 1300km of sewer network and 800km of TSE network in the catchment zone.
As head of HSE, s / he is responsible for improved performance in HSE across operations, maintenance and asset management.
This role will be based full-time in Doha, Qatar. Oversee all HSE activity within the O&M contract and significantly improve the safety culture Coordinate, consult and coach Plant Managers, O&M supervisors and teams, to execute all activity in compliance with HSE requirements.
Develop, implement and manage HSE programs and control measures, including programs for incident reduction (human, environmental) and for transformation of safety culture at all levels.
Develop, review & implement HSE policies, procedures and metrics at plant level & contract level Manage the annual HSE budget and implement measures to reduce incident costs.
Demonstrate exemplary HSE leadership and behaviour at all times. Serve as a Subject-Matter Expert in HSE (environmental regulations, OSHA regulations, LOTO, JSA, Confined Space, ERP, HSE training, etc) Ensure compliance with all safety and environmental rules and regulations, including : internal policies and metrics, training requirements, incident prevention, hazard controls Monitor environmental and safety regulations in the country and conduct industry benchmarking.
Support O&M teams in HSE compliance initiatives, incident prevention, investigations, hazard control, safety and environmental audits and HSE training.
Lead, engage and motivate the teams, guarantee their professionalism, and maintain enthusiasm and positive team spirit. Conduct all HSE investigations and prepare comprehensive and timely reports Monitor, conduct and track all HSE training Conduct and participate in all HSE audits, both internal and external Analyse HSE data and propose intervention strategies.
Conduct the HSE portion of project start-ups. Determine and provide all industrial-safety related gear, equipment and tools, for staff safety.
Ensure the availability of qualified employees and provide them with the right resources. Recruit, train and reorganize where necessary.
Prepare monthly HSE reports for the management teams including progress on established HSE metrics, investigations, initiatives and compliance.
Prepare timely, accurate and complete technical reports and all other HSE deliverables to the client as per contract or as per internal reporting requirements.
Key HSE representative of Suez with the employees, client, partners, local authorities and other stakeholders. Key point of contact with employees and the client.
Represent Suez at conferences, exhibitions and other public / industry forumsCriteriaDue to the specific context and critical business needs around this position, candidates without relevant prior experience in HSE management within O&M of water treatment networks cannot be considered for this role.
15 years+ overall experience Strong technical and operational experience in the Water sector or other utilities Process knowledge and operational experience of water treatment or hazardous waste treatment Excellent English, spoken and written, is essential Willing to be based full-time in Doha, Qatar
