Brief DescriptionToorganize and execute activities related to the General Tenders Committee (GTC)under the strategic guidance and operational supervision of the Secretary ofthe GTC.Detailed Description

  • Act as the focal-point for all GTC related activities such asreceiving the bids, correspondences, etc...
  • Issue tender documents and receive tender bids.
  • Inform the Procurement Directorate when and by whom the tendersare collected.
  • Follow-up on action points discussed during Committee meetings andmemo.
  • Carry out the scheduling and execution of GTC related duties underthe supervision of the Manager of GTC Affairs.
  • Receive and classify submissions, review them for adherence toestablished Rules and General Guidelines; if needed, request for clarificationsand ensure submission of any missing requirements;
  • brief the Manager of GTC Affairson findings.

  • Organize and facilitate GTC meetings - prepare meeting agendas andforward them to the Manager of GTC Affairs for approval.
  • Send out the meeting invitations after the approval of the Managerof GTC Affairs that include all relevant documents, communicate with GTCmembers to confirm attendance and ensure minimum required presence.
  • Prepare Minutes of Meetings after meetings, have them reviewed bythe Manager of GTC Affairs who shall get GTC Secretary’s endorsement.
  • Email circulation the Minutes of Meetings to GTC for GTC’s review,comments and approval.
  • Inform the Procurement Directorate of GTC’s decisions after GTC’smeetings / email circulation.
  • Assist the GTC Secretary in releasing of Technical & CommercialBids.
  • Prepare Memos and other official correspondence in the course ofofficial duties, including statistical data that may be complex and sensitiveor confidential data.
  • Represent theManager of GTC Affairs in his / her absence.
  • Other reasonable tasks as assigned by Manager of GTC Affairs.
  • Other reasonable tasks as assigned by supervisor.
  • Job Requirements

  • Bachelor’s degree in a relevant field of study.
  • 6-8 years of multi-disciplinary experience covering Tender Committee management, Project Management, Contracts / Procurement, Legal, Financial and Computer Systems skills
  • Experience and knowledge of tendering methods and understanding of legal compliance and financial approval processes strongly preferred.
  • International experience, preferably in the Middle East; knowledge of QF an advantage
  • Excellent time management skills; able to organize resources and establish priorities; works well under pressure.
  • Good interpersonal skills and able to interact professionally with a diverse group, executives, managers, and high-profile staff;
  • works well in a team.

  • Excellent writing skills with the ability to draft and edit a variety of written reports and communications and to articulate ideas clearly and concisely;
  • Arabic proficiency is an advantage.

  • Proficiency in MS Office applications.
