ACCOUNTABILITIES

  • Project Onshore Operation Engineer is responsible for following up various EPCs in country activities from CFT up to close out stage in order to support onshore and offshore activities;
  • He will manage all activities related to in country activities to ensure Project project objectives are achieved;
  • Develop cross functional onshore activities and tools within Project, within MP (PCM, ENG, FOPS) and within COMPANY entities and with Contractors along with the associated tools and reporting;
  • Main areas of activities will cover onshore / offshore logistics and EPCs onshore activities;
  • ACTIVITIES

  • To promote & comply with applicable safety instructions and other COMPANY HSE procedures in all activities;
  • To carry out work in compliance with COMPANY values and policies, relevant laws and regulations, agreed COMPANY priorities and objectives, COMPANY standards and procedures and good industry practices;
  • To carry out any other duty or task that may be assigned by hierarchical superiors;
  • Assist Project Management Team during the various KOMs, Weekly / Monthly meetings, to anticipate and identify onshore concerns and provide with issue resolutions plan;
  • Participate to Contractor and Company Vendors mobilization for all phases of the project;
  • Support the development and implementation of project HSE and QA / QC processes / procedures in close coordination with Project Management Team and QHSE Department to achieve safe and successful execution of the Project and with materials and services that meet Project requirements;
  • participate in risk assessment and identify risk areas and mitigation measures;
  • problem solving and crisis management;
  • support local government policies on local content to support the development of local industry and to mentor local nationals to realize their potentials;
  • Coordinates and supports other departments QAQC, Engineering, Construction and Commissioning where necessary;
  • Specific for T&I activities;
  • Ensure logistical operational readiness for T&I activities in Qatar;
  • Liaise within COMPANY entities and Contractor for all HSE, logistics and formalities issues to ensure safe and efficient activities during crew change and float off and wet tow activities in Qatar;
  • Ensure supervision of T&I activities carried out in country when applicable (subconctracts, yards, operations);
  • Specific to material logistics activities;
  • Ensure material logistics between onshore and offshore are operating with maximum reactivity to support offshore needs;
  • Follow priorities set by offshore team for ongoing offshore works;
  • Ensure coordination between CTR and its local subCTR to ensure timely delivery of material as requested;
  • Set up tools and reportings to ensure tracking and improvement of processes related to material logistics;
  • Liaise with COMPANY other entities when ever required to help finding material / services on urgent basis;
  • Ensure with COMPANY / LOG that onshore / offshore logistic activities are planned and organized in line with offshore priorities;
  • Manage surplus / scrap material in detail in coordination with package leads;
  • Specific to personnel logistics activities;
  • Ensure personnel logistics between onshore and offshore are operating with maximum reactivity to support offshore needs;
  • Follow priorities set by offshore team for ongoing offshore works;
  • Assist CTR and its vendors in booking process to minimize no show / blockages at embarkation point;
  • Ensure coordination between CTR and its local subCTR to ensure timely mobilization of personnel as requested;
  • Participate to material inspection / pre-inspection at vendors CTR yards to ensure suitability before offshore transfer;
  • In particular ensure vendor mobilization is anticipated and coordinated with CTR and offshore;
  • Set up tools and reportings to ensure tracking and improvement of processes related to personnel logistics;
  • Ensure with COMPANY / LOG that onshore / offshore logistics are planned and organized in line with offshore priorities;
  • Ensure stock of PPE is available for rotational personnel and back up stock is ready in case of emergency;
  • Specific to local yard activities;
  • Be overall responsible for supervision of contractor local yard preparation and execution throughout all project phases in line with project objectives;
  • Define required organization with package leads;
  • Set up tools and reportings to ensure tracking and improvement of processes related to local yard activities;
  • Ensure interfacing with package lead throughout EPC execution to identify and address problems;
  • Ensure all site surveys and clash surveys are planned and executed to minimize offshore reworks;
  • CONTEXT AND ENVIRONMENT;
  • Interfacing with other entities to properly and timely define the integration projects scope of works;
  • Major Projects involve the development of new offshore platforms bridge linked to the existing facilities, installation of subsea pipelines and debottlenecking of the produced water treatment, all these activities could be executed across several international sites.
  • Projects will require complex interfaces with other entities of COMPANY;
  • Possibility of multiple worldwide missions to follow-up engineering development and EPC execution with various contractors.
  • About you

    QUALIFICATIONS & EXPERIENCE REQUIRED

  • Engineering and / or Business degree and / or diploma with experience in oil and gas industry in multi-discipline engineering, procurement and construction environment;
  • 10 years experience for degree holder or 15 years experience for diploma holder in similar position in Oil & Gas sector.
  • Experience in GCC is desirable;
  • Previous experience supervising and managing EPC Contractor is required;
  • Previous experience in Project Management role is required;
  • The candidate should have sound working knowledge on materials for offshore platforms and subsea pipelines;
  • In-depth understanding of EPC Engineering, Procurement, Expediting, Inspection and Logistics, Construction, Commissioning etc;
  • Ability to resolve complex problems that have implications beyond its tasks;
  • Available for technical missions worldwide;
  • Familiar with Company General Specifications, Prodom, MOQ standards and relevant codes and standards;
  • Language : Fluent English;
  • Computer literate;
  • Strong leadership skills and good communication skills;
  • Ability to work on projects in a complex and multicultural environment;
  • Good analytical skills;
  • H2S OPITO and T-BOSIET trainings.
