Advise and support the RO&M Manager by providing expert technical, strategic and operational advice on all aspects of Asset Management within RO&MD Evaluate and recommend on Organization structure, policies, strategies, procedures and practices on Asset Management for the transformation of RO&MD Advise on improvements on risk management, operational output and performance within various Sections to ensure RO&M’s services objectives are achieved and sustained Advise and communicate the various aims, concepts, principles and practices applied to deliver RO&MD Organizational and services transformation framework by sharing relevant knowledge and experience Liaise with Operations Engineers and Section Heads to assist in the assessment and prioritization of DNO&M and RMD (as appropriate) asset investment needs and contribute to annual investment plan Gather investment needs statements using agreed system and provide robust evidence on investment priorities to Senior Asset Planning Engineer Through the Asset Management Plan (AMP) development, processes identify future investment requirements that address or mitigate identified performance or capacity shortfalls.
In doing so, the remedial solutions will need to take the connectivity and capacity of the asset base into account Deliver accurate robust plans for long term (greater than five years) Operations and Maintenance requirements Carry out asset adoption risk reviews and investment analyses before formal hand over of any assets to Assets Affairs from a third party Ensure all approved business planning rules are maintained and reflect operational procedures and policies Carry out a full inventory and risk review prior to the adoption, transfer and disposal of any Assets Affairs assets Provide asset performance and trend analysis.
Track performance against the RMD plan as appropriate, identifying areas of non-compliance with proposed high level solutions Analyze and interpret how existing and future legislation will have an impact on the performance and utilization of asset base.
If appropriate identify investment needs Communicate the plan to key stakeholders within Assets Affairs and Ashghal and take action to drive delivery Represent RO&M’s interest and act on Department initiatives as directed by RO&MD Manager Ensure the provision of regular and ad hoc reports to the RO&MD Manager, identify key trends and issues and proactively use information to take action or make recommendations for action Attend RO&MD Management Team Meetings and provide input in relation to Asset Management activities and facilitate progress of issues raised Undertake activities as assigned by the RO&MD Manager including attending or deputizing at meetings Ensure adherence to Health and Safety Procedures and all company policies, procedures and regulationsBachelor Degree or higher-
level qualification in Engineering in a relevant subject. Education qualification obtained from North America, West Europe, Australia Holder of Accreditation from the Institute of Asset Management (IAM) or similar Chartered Membership in relevant professional body (Chartered QA / QC Engineer) preferred and would be an advantage Holder of current / valid Qatar Driving License would be an advantage
Minimum 10 years’ experience of the Construction industry, ideally within the public sector Minimum of 5 years working within a multi-
cultural environment preferably in the Middle East Knowledge of international Asset Management best practice and how it is delivered in an Organization, Knowledge of change management / business transformation Demonstrable knowledge of creating and embedding a new asset management function Ability to exercise initiative, ingenuity and sound judgment in solving problems Demonstrate leadership qualities with the ability to work on own initiative and / or as part of a team Ability to drive and support strategic change Ability to influence and engage stakeholders and staff at all levels within the Organization Ability to communicate verbally and in writing in English is essential Ability to communicate verbally and in writing in Arabic is preferred
