Stantec is currently looking for a Transport Planner. The Roads Operations and Maintenance Department (ROMD) is operating and maintaining a significant and growing road network.
Road assets have increased significantly in recent years as the infrastructure development programme is implemented to improve service levels to customers and prepare for the FIFA World Cup to be held in Qatar in 2022.
Qatar has experienced numerous extreme weather events over recent years for which conditions have exceeded asset design criteria, particularly in relation to high rainfall depths and intensities.
This has strongly contributed to temporary flooding and loss of service from key assets, including numerous underpasses.
In addition, traffic accidents have resulted in the loss of services of underpasses and tunnels.
The purpose of this role is to establish and communicate emergency diversion routes for critical underpasses in advance of emergencies to enable a more efficient transition during an emergency where underpass closure is required.
Key tasks and responsibilities :
Establish criteria to identify underpasses and tunnels that require an emergency diversion route
Assess all underpasses and tunnels using the agreed criteria to create a prioritised list of critical underpasses and tunnels
Propose an emergency diversion route map format / template to key stakeholders and refine based on their feedback
For each critical underpass / tunnel, identify triggers / conditions for closure along with a primary alternative route on closure in each direction and secondary alternative routes if practicable
Using the agreed map format / template, create an emergency diversion route map for each critical underpass / tunnel and route, stating the rationale behind routes selected and any important constraints or assumptions
Using available traffic modeling data, evaluate the impacts of proposed emergency diversion routes on nearby roads, streets, and intersections, and propose mitigation measures for significant adverse impacts
Engage with key stakeholder representatives for review and sign off
Train key staff on emergency diversion route maps, their purpose and application during emergency events
Identify equipment / signs needed and develop scopes of works for contractors to implement the agreed emergency diversion routes

Person Specification
Degree from an internationally recognized university
Membership and preferably chartered status with a recognized and relevant professional institution (engineering, highway transport or other relevant discipline)
More than 10 years post-graduate experience, preferably within a transport / transport planning organisation with more than 5 years in a similar position
A minimum 5 years of traffic modelling experience with state of the art software(s)
Experienced in Traffic Engineering Analysis (Capacity Level of Service / Congestion Analysis) of Freeways, Arterial Corridors, Intersections, Roundabouts and Travel Time Studies
Demonstrated ability to facilitate team discussion and work collaboratively in cross-functional teams
Ability to simplify concepts for clear and concise presentation of solutions through written reports, presentations and plans
Proficient in the use of Microsoft suite of applications (Excel, Word and Powerpoint)
Experience of working within the Middle East region (preferable)
Arabic speaking (preferable)
