Drive an incident free environment by establishing and maintaining a strong safety culture.
Responsible for ensuring compliance with HSE(occupational and process)legislation, Company standards and procedures under the area of responsibility to ensure employee safety, legislative compliance and a responsible environment attitude.
Ensure compliance with Operating Procedures and Guidelines within the Asset to ensure Process Safety, Operational Safety and Plant Integrity.
Ensure compliance to health, safety (occupational & process) and environmental excellence procedures and controls for activities under the area of responsibility to guarantee employee safety,
2. Strategic planning and direction
Provide Team Lead with regular reports with analysis and comment on performance and results. Be held accountable for an area of responsibility.
Establish and maintain effective relationships with external parties, functional teams and corporate groups as required to meet NOC's strategic business and operational objectives.
Contribute to improvements, development and implementation of department activities, processes and procedures.
3. Operations Management
Assist as required in support of all terminal marine services including, but not limited to, Incident Free, FSO, vessel ,tug operations, bunkering
Assist in Marine , tugs and bunkering contracts management within area of responsibility.
Liaise with FSO HSE-SA in all aspects related to marine safety and operations
Ensure technical aspects in all matters within the area of responsibility are assessed in a prudent manner prior to making decisions or recommendations.
Ensure that all activities within the area of responsibility follow Company policies and procedures as well as applicable Qatari laws, rules and regulations.
Ensure timely identification, preparation, submission and approval of all documentation to authorities, partners or in the house as required to support operations.
Ensure vendor personnel are pre-job briefed onshore and informed about relevant HSE issues including relevant Operating Procedures and IF training before offshore mobilization
Request vendor's mobilization as required.
Support the development and preparation of Scope of Work for works within the area of responsibility.
4. Reporting and investigation
Ensure Line Management and the Field Operations Manager are kept informed on relevant issues which could affect operational, safety and commercial aspects of the Terminal's operations.
QUALIFICATIONS & EXPERIENCE REQUIRED
Master Mariner Class 1 certificate, - 10 years experience at sea with minimum 5 years as Senior Officer (Captain, Chief Officer, Chief Engineer),
Preferably 5 years Offshore FSO experience
5 years On-shore office experience as an FSO support or Oil and Gas Business
Knowledge of International Marine rules and regulations (IMO, OCIMF, SOLAS, MARPOL, ...),
IMO Oil Spill training to minimum Level 2 required.
Writing skills to issue procedures, reports and instructions
Communication and adaptability to cope with transverse activities,
Adaptability and responsiveness to unforeseen subjects (Field production up-set, FSO breakdowns, short notice offshore operations, naval means mobilizations),
Computer skills : the good practice of Microsoft Office software (Word, Excel, Power point, ...).
