This position is located in the Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism in the United Nations Office of Counter-Terrorism (UNOCT), in Doha, State of Qatar.
The Associate Programme Officer reports to the Head of Unit with the overall supervision of the Head of the Office.
and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.
The UNOCT Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism, based in Doha, State of Qatar, aims to strengthen the parliamentary contribution to international efforts against terrorism and violent extremism.
It seeks to promote a whole-of-society approach to terrorism and address editions conducive to terrorism and support parliamentarians in facilitating the implementation of international obligations and instruments related to terrorism, including the United Nations Global Counter-Terrorism Strategy and relevant resolutions of the United Nations General Assembly and Security Council.
It serves as parliamentary research, knowledge and capacity-building centre, leveraging innovation and partnerships with the United Nations Global Counter-Terrorism Compact entities and multilateral parliamentary assemblies worldwide.
Within delegated authority, the Associate Programme Officer will be responsible for the following duties :
identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
issues data collection tools, reviews, analyzes and interprets responses, identifies problems / issues and prepares preliminary conclusions.
to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
participates in and makes presentations on assigned topics / activities.
and preparation of related documents / reports (pledging, work programme, programme budget, etc.).
Ability to identify issues, analyze and participate in the resolution of issues / problems. Ability to assist with data collection using various methods.
Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases.

A first-level university degree in business administration, management, economics, or a related field. (Candidates for this position must have passed the United Nations National Competitive Recruitment Examination (NCRE) or the G to P Examination.
No examination is required for candidates in peacekeeping missions.)
A minimum of two years of progressively responsible experience in project / programme management, administration, or related area is required.
Experience working with parliamentarians or parliamentary assemblies is required.
Experience in planning, organizing, and implementing high-level activities or workshops on counter-terrorism, prevention of violent extremism, or related programmes is required.
Experience working in an international organization is desirable.
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required.
Fluency in Arabic (both oral and written) is required. Knowledge of another UN official language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
The position advertised is funded through Extra-budgetary funds. An appointment or assignment against this position is for an initial period of one year.
The appointment or assignment and renewal thereof are subject to satisfactory performance, the availability of the post or funds, budgetary approval, or extension of the mandate.
