The job holder shall be responsible to lead development, implementation and enforcement efforts for policy. Identify policy requirements, develop and review policy that is aligned with laws & regulations in Qatar.
Identify the priorities for development of policy.
Develop, manage and operationalize the Policy Framework, and document the full lifecycle activities for policy (i.e. from inception, development to implementation and enforcement).
Engage with policy specialists and analysts to identify requirements, develop evidence-based policy that is implementable across the health sector.
Publish the policy in a format that is readily available and usable by the health sector, including development of communications artefacts, inform regulators, providers and the public (e.
g. public notices for a Patient Bill of Rights).
Report on compliance to policy across the health sector and identify remedies for poor or sub-par compliance.
Conduct legal reviews of policy to ensure they are aligned and consistent with laws in Qatar.
Work with governance groups & committees, to review and approve new policy, as well as major changes to existing policy.
Supervise staff to maintain approved policy in a product-release-management manner.
Work with staff to develop Health-related standards and deliver against the strategic program roadmap.
Develop incentives / punitive approaches to increase conformance to policy.
Support healthcare organizations, regulators and providers to ensure they are conformant to policy. Conduct audits with healthcare organizations (and related entities) on a regular basis to ensure continued conformance.
Perform other duties as requested to meet the ongoing organisational needs.
