About the Job :
In this role the Vise President will support Qatar Airways’ Medical Director in developing an in house Medical Division, delivering a cost effective Aeromedical and Occupational Medicine service provision for staff and a Primary and Hospital based care service for staff and their dependents across the Qatar Airways Group.
Oversee diverse functions of Procurement, Contracts, Claim Management, Finance, Clinical Governance and manage the staff development, and will be responsible for managing complex internal and external stakeholder relationships to allow Qatar Airways Group to become self-
insured for medical service provision and for ensuring the highest standards of financial controls in medical service delivery.
Accountabilities : Strategic :
Along with the Medical Director, participate in the development of a strategic vision for the Division and project manage relationships, contracts and financial controls with external providers to ensure cost effective solutions for the provision of Primary (Community based) and Secondary (Hospital based) care for all QR Group staff and dependents, enabling Qatar Airways Group to become independent of commercial medical insurance providers and self-
insure for medical service provision.
Facilitate the expansion of the Qatar Airways Medical Division to increase in-house medical service provision, and drive down associated costs associated with health care across the Group.
Ensure financial proprietary and cost control across all aspects of medical service provision.
Ensure all sections of the Medical Division remain regulatory compliant with applicable National and International medical and aviation medicine regulatory bodies.
Design and project manage a programme to deliver health service provision cost containment by reducing the reliance on Secondary care and external Primary Care Clinics.
Implement the cost containment programme ensuring appropriate manpower and resources are available to manage the ongoing programme.
Oversee contractual, financial and clinical governance arrangements internally and with external service providers as necessary to allow the Qatar Airways group to become independent of medical health insurance providers.
Maintain oversight of costs associated with health care provision and provide regular performance indicators of the Divisional activities.
Lead and manage the full medical administrative team to include governance, financial, contract, claims and reception staff.
Set departmental objectives and priorities to align with and support both Divisional and business objectives.
Work with the VP Aero-Medical Section, Senior Managers of Occupational Medicine, the Medical Commission and Primary Care to evaluate the Divisions administrative policies and procedures, governance frameworks, and financial controls are up to date, and ensure regular audit.
Perform other department duties related to his / her position as directed by the Medical Director.
About you : Qualifications :
Min. Post-Graduate Degree
Medical Administrator / Hospital Management Qualification such as International Masters for Healthcare Leadership and Management.
Previous Experience :
Minimum 15 + years relevant experience
Senior Manager Role in Clinic or Hospital Facility
Contractual and Financial Management responsibilities in a Health Care Setting
Dealings with Clinical Governance and Clinical Pathways
Having worked with Middle East medical regulators.
