Job Overview :
Provide advice and support to the Country General Manager on QHSES matters and ensure compliance with the requirements set forth in MDR guidelines, QHSES procedures, client contractually related clauses and applicable national and international standards, codes and regulations in both on & offshore operations.
Management level liaison with clients. Oversight and strategic management for operations and projects QHSES such as personnel management, developing standards, analyzing information, reporting results and promoting process improvement.
Key Responsibilities / Accountabilities :
Assess and provide inputs to strategic decisions that affect Q&HSES functional area of responsibility
Oversee QHSES resource planning (operations and projects for on & offshore operations) including personnel assignment, processes and ensure resources are available within function to support operational and project requirements
Support development and implementation of objectives & targets, area performance goals and key performance indicators.
Ensure actions for improvement are communicated and addressed
Establish, monitor & control departmental forecasting including budget, manpower planning and CAPEX in proportion to the level of activity
Oversight on implementation of operations and project QHSES requirements, provide guidance to leads assigned as required
Subject matter expert & maintains oversight on incident investigations, root cause analysis, lessons learned and reporting requirements
Participate and provide inputs as required to forums such as project kick off, project review meeting, readiness review and risk reviews etc.
Provide oversight on technical and commercial deliverables during tendering stage
Participate in management reviews to determine suitability, adequacy and effectiveness of the Management System
Resolving escalated issues arising from operations and requiring coordination with other functions
Develop, maintain and implement security procedures and protocols in liaison with the MENA Security Manager
Other duties connected with the function, as directed
Basic Qualifications :
Preferred 15 years within the Energy Industry through all phases of EPCI project delivery.
Diploma / Degree in Safety, Quality or Environmental Management
Membership of Professional QHSES institute such as ASQ, IOSH, IIRSM, IEMA,
Experience in Integrated Management Systems, International Certification Standards, Root Cause Analysis and Assurance Processes
Desired / Preferred Qualifications :
Strong leadership skills, a team player
Conversant with local and international QHSES laws, regulations and norms
