Job Purpose :
The Onshore Head Quality - Desalination & He4 isresponsible to ensure the effective implementation of the Project Qualityprogram during Engineering, Procurement and Construction phase on site at RasLaffan.
The Head Quality - Desalination & He4 maintains a close workingrelationship with the Contractor’s quality team including procurement andsubcontractors for execution of site work
Key Job Accountabilities
Provides input to the Procurement and ConstructionSurveillance Programs per the Project Quality Plan (PQP) and supportsEngineering Surveillance Program.
Monitors the effective oversight of Contractors Engineering,Procurement and Construction quality efforts
Establishes Company surveillance assessment schedules andensures assessments are conducted timely in manner.
Coordinates and participates in Engineering, Procurement andConstruction phase Quality Audits and verification of follow-up activities.
Establishes, conducts and records project-specific qualityorientation & training
Reviews and provides comments to Contractor's ProjectQuality Plans & procedure
Reviews and provides comments to Contractor's quality auditschedules
Reviews and provides comments to Contractor’s Qualitypersonnel assigned to the project
Ensures appropriate personnel review & approvedeliverables of EPC Contractor & any sub-contractors (e.g., Plans, ITPs,etc)
Establishes KPIs to monitor Contractor’s qualityperformance.
Stewards the resolution of quality issues and or elevates toPQM as required
Interfaces with Head of Vendor Quality Surveillance forEquipment and Materials
Applies extensive hands-on, industry-based experience &knowledge to promote & establish quality plans and procedures within astructured quality framework.
Promotes and monitors key processes such as DeficiencyReporting (DR), Specification Deviation Request (SDR), Non-conformance (NCR)and Corrective Action Requests (CAR).
Requires the ability to effectively communicate quality atproject & functional level
Collaborative management attributes are essential across alllevels of the organization with an ability to establish & maintain genuine& responsive relationships

Ensures COMPANY Lessons Learned are implemented and verified
15 years’ experience with Quality Management Programs andQuality Control activities for execution of mega projects in the Oil & GasConstruction Industry.
Preferred : Associates Engineering or Engineering degreeMetallurgical, Welding, Mechanical or Science
Experience with multi-national contractors & vendors, inparticular those involved in the construction of LNG Plants and facilities.
Strong coordination skills, extensive quality experience inresponsible roles on major oil & gas engineering & constructionprojects
Experienced in facilitating & coordinating efforts totroubleshoot project issues.
Experience with conducting audits and assessments of workprocesses and procedures.
Experience with LNG plant construction including pneumatictesting, preservation procedures and flange management.
