  • Support in the area of public policy development and help realize the overall vision in strengthening QF’s Policy Hub.
  • Manage programmatic activities in the field of public policy development for QF’s Policy Hub that support national stakeholders in Qatar.
  • Identify and prioritize areas of national need in Qatar through programmatic activity and work with team members to analyze and determine where QF expertise and personnel could contribute and provide valuable advice to national development through public policy.
  • Identify international strategic partners both as potential sources of supportive expertise to QF and also as potential recipients of QF expertise in the area of public policy development.
  • Support in the development of the overall strategy and goals as well as the development of an annual budget and operating plan of Policy Hub’s programmatic activity.
  • Ensure that programmatic activities build on the institutional development of QF’s Policy Hub, collaborating with QF policy centers and other initiatives across Education City.
  • Manage and develop annual evaluations according to the program evaluation framework, and submit periodic reports on program progress that make recommendations to the Director for changes, enhancements or additions in programmatic activities.
  • Develop forms, records and documentation of programmatic activities for use in future planning activities.
  • Develop partnership agreements with internal and external stakeholders for specific projects, working with QF Legal and other departments where necessary.
  • Identify risks and potential risks associated with programmatic activities.
  • Develop quality assurance mechanisms with QF support functions to ensure that the services and advice offered within programmatic areas are of the highest quality and provide the highest value to its stakeholders.
  • Ensure that programmatic activities operate within the policies and procedures of QF and comply with all relevant legislation and professional standards.
  • Contribute and write policy briefs and concept papers relevant to Policy Hub projects for external consumption, and where relevant liaise with end-users.
  • Support in overall activities as and when required.
  • Minimum Knowledge, Skills & Experience :

  • Bachelor’s degree in a relevant discipline; Master’s preferred
  • 8-10 years of business or public policy development, portfolio management, and strategic planning work in a large and diverse organization;
  • consultative experience preferred

  • Excellent planning, project management, research, and time management skills
  • Excellent interpersonal communication, negotiation, and presentation skills
  • Excellent writing skills with the ability to draft and edit a variety of written reports and communications and to articulate ideas clearly and concisely;
  • Arabic proficiency is an advantage

  • Proficiency in MS Office applications
