Responsibilities The Estimation Directoroversees and effectively manage the estimation resources tofacilitate the development of appropriate deal strategies,solution, and service architectures, commercial models anddelivery / service management plan.
Plans, coordinates and directsthe estimating functions, including administering operatingbudgets, staffing, work assignments, salary and performancereviews, etc.
Develops and implements all department standards andprocedures, and is responsible for review of all final estimatespackages to ensure accuracy and completeness.
QualificationsBachelor Degree in Engineering or any other relatedfield knowledge Project Estimation, Costing, Rate AnalysisPossesses knowledge and experience in utilizing commercialstrategies Understand the organizations Business Model and keyfunctions and offerings as well as local operating commercial andgeneral business environment and conditions Familiar with industryrequirements and particulars of multiple groups in relation to theEstimating function Business Acumen Essential Functions : Implementsestimating policy, procedures, and systems consistent with thecompany mission and competitive practices.
Develops a standardizedestimation program to create consistency of our service offeringsto ensure exceptional client experiences Ensure guiding Estimators / Estimating QS’s in the Preparation and Distribution ofSubcontractor’s RFQ Letters andupdate with tender bulletin and addenda.
Directs correspondenceswith Client / Consultant and raise RFC’s / RFI’s asapplicable. Manages Bid Review Meetings with tender team onperiodical basis and registering their progress.
Ensuresidentification of Potential Subcontractors and Suppliers likely tobe involved in particular Project and build Vendors data base.
Appraises overall accuracy of estimates and recommendscontingencies for estimates Oversees analysis of past and currentperformance on projects to establish standards for all futureestimates to create a proprietary historical cost databaseEffectively manage the estimation resources to facilitate thedevelopment of appropriate deal strategies, solution, and servicearchitectures, commercial models and delivery / service managementplans.
Ensures that guidelines, policies and procedures areestablished and implemented for various types of estimates Reviewsthe Rate Analysis prepared by the Estimator’s in(Construction Computer Software) CCS / Excel, including the relatedNominated Subcontractor’s, Provisional sums, Prime costitems if any Assists the Chief Estimator with anindependent assessment of an estimate’s accuracy (uponcompletion of the estimate and summarization of all detailedman-hours, material, etc) Maintains familiarity with estimating andcost engineering developments and activities outside the companyand assesses their significance, suggesting application to companybusiness where warranted.
Identifies and assesses improvementopportunities that will add value. Reviews the variable estimatingfactors in each area with Engineering Operations, Procurement andConstruction.
Review and advice for the Budgets in CCS for OngoingProjects with Estimators & QS and seek Managementapproval
