1. Job Purpose : Responsible for actively promoting safety, health, security, risk and loss prevention / safety engineering input for projects and sites.
Provides ongoing support to the projects concerning safety, health, security and risk prevention issues.2. Basic Function : Confirms that Development / Venture Group Projects are meeting the goals and requirements of the overall safety programs and that QGMS expectation are being achieved.
Responsible for providing risk assessment expertise. Works as a loss prevention engineering SME for a number of projects to ensure engineering design meets applicable loss prevention regulations and standards.
Liases with the Engineering and SHE Managers for each project to ensure Loss Prevention reviews are conducted for DG projects, including stewardship of Project PRAP’s (Project Risk Assessment Plans) to close out of risk assessment recommendations.
Verifies that projects are being completed in accordance with agreed loss prevention standards and approved safety management processes.
Provides loss prevention technical input to proposed facilities, recognizing the financial / business implications of decisions and recommendations.
Networks on a routine basis with other safety / risk / loss prevention resources. Facilitates various risk assessment studies.
Provides feedback on effectiveness of the Project Safety Management Process. Participate in or lead in-house hazard identification and risk assessment studies as appropriate and prepare related reports.
Work with other groups to ensure that risk assessment recommendations receive appropriate follow-up. Review engineering documentations, project deliverables, interface documentation related to process safety engineering and provide professional assessment of the documents Assist with scope development for externally contracted safety studies and co-
ordinate review and acceptance of such studies. Prepare / update loss prevention engineering procedures as need is identified.

Provides ongoing support to the projects concerning safety, health, security and risk prevention issues. Provide Loss Prevention input and review for engineering documentations, project deliverables, interface documents to ensure they meet with the current standards Facilitate, lead Formal Risk Assessment (Joint Safety Review, HAZIDs, HAZOPs, what-
if, Bow-tie workshops) and prepare related reports Provide advices on the use of SHE Risk Assessment Matrix, implementation of Formal Risk Assessment Procedure.
Manage development of Design / Operational Safety Case. Coordinate activities required for the completion of Design / Operational Safety Case.
Work with external consultant to produce quality Safety Case document. Work with QG Assets and other functional group to secure Participate in eMOC (Management of Change) Process.
Review Management of Change requests (MOCs) and consult with assigned engineers and the functional groups to ensure that Plant Field integrity and safety is maintained.
Represent Loss Prevention and provide support to the capital projects for any safety study including, HAZOP, HAZID, 3D Model Review, SIL Review, QRA.
Participate in handover planning of new asset to QG Opco from loss prevention engineering point of view Provide inputs to QG assets on process safety improvement Participate in Incident Investigations Provide Subject Matter Expertise in Loss prevention and Risk Engineering areas Responsible for the support of Company Safety, Environment and Quality policies and programs, and carrying out specific duties and responsibilities related to his job as spelled out in Management system documentation, policies, procedures, local documentation, Management System Manual, Safety Manual and other related documents.
Coordinates and participates, as required, in accident & incident investigations4. Problem Solving / Complexity : Maintain awareness of regional and international developments in the safety, health, security, risk and loss prevention areas to generate new ideas and ensure DG projects utilise the industries’ best practices and avoid duplicating other’s lessons.
Identify and resolve technical challenges in implementing requirements for safety, health, security, risk and loss prevention.
5. Work Contacts : Communicates regularly with project safety, risk and loss prevention contacts including construction and engineering functions.
Establishes functioning relationships with project staff in many differing locations both inside and outside Qatar. Must have strong personal communication and decision making characteristics to clearly and precisely communicate to project members through any media.
Internal frequent contacts with QG Operations, Maintenance, Shutdown, Engineering and Venture, Integrity & Reliability, Projects and SEQ in relation to process safety issues.
High importance is placed on quality and timeliness of service for client groups.6. Independence of Operation : Work methods shall be in accordance with established Company policies, Government laws and regulation and specialized technical standards.
Work shall be relied upon for quality and accomplishments without supervision. Keeps Head of LPE, and SHE&RM Manager advised of the progress of specific projects / activities.

air-conditioned environment exposed to heat, humidity, noise and fumes.9. Minimum Requirements : Bachelor’s Degree in Chemical, Mechanical, or Safety Engineering.
10-12 years’ experience in industrial safety and loss prevention in the oil and gas industry with special emphasis in Offshore Projects & Operations, Process Safety, Technical Safety Studies such as QRA, SIL, Hazops, PHA studies, Loss Prevention Engineering, Risk Assessment, Safe Systems of Work and Emergency Procedures.
Should be highly proficient in Development of QRA Rule Sets, Assumptions, Reviewing Terms of Reference (TOR), Conducting Independent QRA studies, Building Risk Assessment studies, Consequence analysis, Physical effects modelling, Formal Safety analysis (FSA) studies for both Onshore and Offshore facilities.
Special emphasis is placed on ability to lead hazard identification reviews utilizing recognized techniques (e.g., HAZOP, What-
If, etc.) with a good understanding of risk assessment techniques. Practical knowledge of safe systems of work is essential with Emergency Preparedness knowledge / experience strongly desirable Ability to read engineering drawings and communicate with other engineers is essential.
Very good knowledge or written and spoken English with ability to produce procedures and technical reports. Very good knowledge of Microsoft Office, hazard identification software’s (i.
e. PHAPro) and consequence modeling software (i.e. PHAST etc.). Good organizational, communication, and supervisory skills.
